R-9717 EPWM:CP:BJ:f/EPWM/ADMIN/Staffrpt/11-13-01/Prop12GrantResoIS.doc City Council Meeting 11-13-01 Resolution Number 9717 (CCS) (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA ACCEPTING A GRANT FROM THE STATE COASTAL CONSERVANCY FOR AN URBAN RUNOFF TREATMENT SYSTEM IN THE CENTINELA DRAINAGE BASIN WHEREAS, Santa Monica Bay is a treasured local, state and national resource that was nominated and accepted by Congress for inclusion in the Clean Water Act's National Estuary Program in 1988; and WHEREAS, the City of Santa Monica has served as a member of the Santa Monica Bay Watershed Council, working with other stakeholders to develop and implement a comprehensive conservation and management plan, known as the Santa Monica Bay Restoration Plan, to restore and protect Santa Monica Bay; and WHEREAS, the City of Santa Monica has a drainage basin that drains urban runoff into Ballona Creek and the Santa Monica Bay, carrying with this flow many pollutants of concern that have negative impacts on our natural resources; and 4 WHEREAS, the Safe Neighborhood Parks, Clean Water, Clean Air and Coastal Protection Bond Act of 2000 (Proposition 12) provided $25 million to be administered by the State Coastal Conservancy for restoration of the Santa Monica Bay in accordance with the goals and priorities of the Santa Monica Bay Restoration Plan; and WHEREAS, the Santa Monica Bay Restoration Project is established as a National Estuary Program per Section 320 of the Federal Water Quality Act of 1987 (PL 100-4) and is committed to the restoration, conservation cleanup, protection and enhancement of the Bay and the wise use of the natural resources within its watersheds; and WHEREAS, the Bay Watershed Council, the governing body of the Santa Monica Bay Restoration Project, has recommended that the State Coastal Conservancy grant a sum not to exceed $500,000 for the Centinela Storm Drain Treatment Project to be conducted by the City of Santa Monica; and WHEREAS, in order to secure an agreement with the Coastal Conservancy for said grant, a resolution of the City Council must accompany the grant application and conti8et negotiation mateiials that will be submitted to the Coastal Conservancy during the month of December 2001; and 5 WHEREAS, the grant will provide badly needed funding to carry out activities, such as best management practices in storm drain systems to reduce urban runoff pollution, which are vital to protecting and restoring the health of Santa Monica Bay and its natural resources, NOW THEREFORE, THE CITY COUNCil OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE AS FOllOWS: SECTION 1. The City of Santa Monica hereby formally accepts a $500,000 Proposition 12 grant from the State Coastal Conservancy for the express purpose of reducing urban runoff pollution from the Centinela Storm Drain, which flows into Ballona Creek and the Santa Monica Bay, thus helping to restore the health of Santa Monica Bay and our State's precious coastal and natural resources. SECTION 2. The City Manager or her designee is hereby authorized to certify that the City agrees to and will comply with all applicable terms and conditions of the aforementioned grant. SECTIO~~ 3. The City ~v1anagei Oi her designee is hereby authorized to negotiate and execute a grant contract and any amendments with the State Coastal Conservancy, and to certify grant invoices on behalf of the City of Santa Monica. 6 SECTION 4. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
