RESOLUTION OF THE HOUSING AUTHORITY OF THE
CITY OF SANTA MONICA AUTHORIZING THE SETTING
OF A PUBLIC HEARING FOR CONSIDERATION OF A
PROPOSED COOPEFATION AGREEMENT BETI~EEN THE
HOUSING AUTHORITY OF THE CITY OF SANTA
MONICA AND THE HOUSING AUTHORITY OF THE
COUNTY OF LOS ANGELES.
WHEREAS, it is the POllCY of this authority to ell~inate
substandard and other lnadequate housing, to prevent the spread of
slums and blight, and to reallze as soon as feasible the goal of a
decent home ln a sUltab1e Ilv1ng environment for all of ltS citizens;
and,
WHEREAS, under the prOVlslons of the Unlted States Housing
Act of 1937, as amended (herein called the "Act"), the Department of
Houslng and Urban Development (herein called "HUD") is authorized to
provide financial asslstance to local publlc houslng agencies (hereln-
after called "Local Authorlty") for undertaklng and carrying out
prellmlnary plannlng of low-rent housing projects that will assist 1n
meetlng thlS goal; and,
WHEREAS, pursuant to Sect10n 15(7) (b) of the Act, as amended,
1t lS necessary ln order to obtain Federal financial assistance
for low-rent houslng that the local governing body enter into a
Cooperatlon Agreement wlth the Local Authorlty provlding for
local cooperat1on 1n connection with such housing proJects; and,

WHEREAS, pursuant to Sectlon 34515 of the Health and Safety
Code expressed author1ty lS glven for local governlng bodies to enter
1nto agreements wlth housing authorltles providing for local cooper-
at10n wlth respect to low-rent housing proJects; and,
~~HEREAS, Section 34518 of the Californla Health and Safety
Code prov1des that pr10r to enterlng lnto a Cooperatlon Agreement wit~
a Eouslng Authorlty, the governlng body of any State public body
shall hold a pub11c hearlnq for the ~urpose of q1vlnQ interestec
persons an opportunlty to be heard as to whether such Cooperatlon
Agreement shall be entered into; and, such sectlon of the ~entioned
Code further provldes that notice of such hearing shall be pub11shed
once a week for at least two weeks prlor to the date of the hearing
1n a newspaper of general circulation; an~,
WHEREAS, the Houslng Authorlty of the C1ty of Santa ~onica
proposes to enter lnto a Cooperation Agreement wlth the Housing
Authorlty of the County of Los Angeles providing for local cooperatlon
1n connectlon wlth the development of dwelllng units for living
accommodat1ons for persons of low income to be located in the City
of Santa I1onica.
NOW, THEREFORE, BF IT RESOLVED BY TBE HOUSING AUTEORITY OF
THE CITY OF SANTA I1.0NICA AS FOLLOWS:
SECTION 1. That the Secretary Pro Tempore of the Housing
Author1ty pub11Sh a not1ce, ln the form attached hereto as Fxhibit
"A", in the Evening Outlook, a newspaper of general circulation, on
the 10th day of June, 1980, and on the 17th day of June, 1980, for a
publlC hearlng to be held before thlS body on the 24th day of June
1980, at the hour of 7:30 p.m., for the purpose of giving 1nterested
persons an opportunity to be heard as to whether such Cooperation
Agreement shall be entered into.

SECTION 2. That three cop~es of the proposed Cooperatlon
Agreement to be cons~dered by th~s body shall be aval1able for
inspection by lnterested persons at the Office of Env~ronmental SerVlces
prior to the pub1~c hearlng.
SECTION 3. The Secretary Pro Tempore shall cert1fy to the
adoptlon of thlS resolut~on, and thenceforth and thereafter the same
shall be In full force and effect.
