A RESOLUTION OF THE REDEVEWPMENT AGENCY OF THE
CITY OF SANTA MONICA CONSENTING TO A JOINT
PUBLIC HEARING ON THE PROPOSED SANTA MONICA EARTIIQUAKE
RECOVERY REDEVELOPML~T PLAN AND AUTHORIZING
PUBLICA nON OF NOTICE OF JOINT PUBLIC HEARING
\VHEREAS, the Commumty Redevelopment FmancIal AssIstance and DIsaster Project
Law (Health and Safety Code SectIon 3401(f)) authonzes a JOlllt publIc heanng on the proposed
Redevelopment Plan for the Santa Momca Earthquake Recovery Redevelopment Project WIth the
consent of the Agency and the CIty CounCIl.
NOW, THEREFORE BE IT RESOLVED BY THE REDEVELOPMENT AGENCY OF
THE CITY OF SANTA MONICA AS FOLLOWS:
Sectlon 1. The Agency hereby consents to a JOInt publIc heanng on the proposed
Redevelopment Plan for the Santa MOnIca Earthquake Recovery Redevelopment Project, and
hereby requests that the City CouncIl of the CIty of Santa Momca consent to a JOInt publIc
heanng on SaId Redevelopment Plan and establish a date, time and place for such Jomt publ1c
heanng.
SectIOn 2. The Execuhve DIrector shall, In cooperahon wIth the CIty Clerk, publIsh
notIce of SaId Jomt publ1c heanng at the time and m the manner reqUired and establIshed by law.
SectIon 3.
The Secretary shall certIfy to the adoptIon of thIS ResolutIOn.

A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SANTA
MONICA ESTABLISHING THE PROPOSED BASE YEAR ASSESSMENT ROLL,
AUTHORIZING AND DIRECTING THE TRANSMITTAL OF A STATEMENT TO
TAXING OFFICIALS AND AGENCIES: AND AUTHORIZING AND DIRECTING
PAYMENT OF A FILING FEE TO THE STATE BOARD OF EQUALIZATION
WHEREAS, on March 22, 1994, the CJty CounCll of the CIty of Santa Momca adopted
Resoluuon No. 8739 whIch deSignated the "Earthquake Recovery Redevelopment Survey Area"
pursuant to Section 33310 of the Commumty Redevelopment Law (Health and Safety Code
Secuon 33000 et seq.) to determIne If a redevelopment project wlthm saId area IS feaSible, and
WHEREAS. the Commumty Redevelopment Law sets forth procedures by which a
redevelopment project area shall be selected from such a survey area under ordmary
circumstances; and
WHEREAS, SectIOn 34013 of the Commumty Redevelopment Fmanclal ASSistance and
Disaster Project Law (Health and Safety Code SectIon 34000 et seq , the "Disaster Project
Law") proVides certaIn exemptIOns and alternate procedures by which a legally suffiCient
redevelopment plan may be adopted, notwJthstandIng any other proVIsIon of the Commumty
Redevelopment Law, In a commumty In which a "DIsaster" as defined thereIn, has occurred,
and
WHEREAS. "Disaster" IS defined 10 Secuon 34003 of the Disaster Project law to mclude
a dIsaster occurnng on or after March L 1964, respectmg whIch the Governor of the State has
cerufied the need for assistance and whIch the President of the Unlled States has determmed to
be a major disaster pursuant to federallav,:; and
WHEREAS, on January 17. 1994 the "Northndge Earthquake" occurred m Southern
CalIfornia. respectIng which Governor Wilson of the State of Cahforma certltled the need for
assIstance and deSignated such earthquake to be a disaster. and President Clmton declared the
Northndge Earthquake to be a major disaster under Federal law , and
WHEREAS, Sectlon 34013 of the Disaster Project Law proVides that any redevelopment
agency may plan, undertake and carry Ollt a redevelopment project m a disaster are pursuant to
the Commumty Redevelopment Law, Without regard to the follOWIng
(1) The reqUIrements of SectIons 33301 and 33302 that there be a plannmg
commiSSion and general plan,
(2) The reqUIrements of Secuons 33320.1 and 33322 that the project area be
a blIghted area or that the project area be selected by a planmng commiSSIOn.
(3) The reqUirement of SectIOn 33322 that a prehmmary plan be prepared;
(4) The reqU1rements of SectlOns 3333 I and 33332 that the redevelopment plan
shall conform to the general plan and shall be based on a prehmmary plan.
(5) The reqUIrement of Se{:uon 33346 that the redevelopment plan be submItted
to the plannmg commIssIon, and
WHEREAS, pursuant to the dIsaster exemptlons of SectIon 34013 of the DIsaster Project
Law, no project area has been selected. and project area boundanes have not yet been
determIned; and
WHEREAS, m the absence of the reqUlrement of project area selectIOn there can be no
reqUIrement for project fiscal reports, and
WHEREAS, the Agency deSIres to deSIgnate a base year assessment roll for a proposed
redevelopment project area w1!hm the Survey Area; and
WHEREAS. the Agency deSlfes. but IS not reqUIred to transmIt a descnptlon of the
boundanes of a proposed redevelopment prOject area and transmit a map of the proposed
redevelopment project area to the County of Los Angeles for mformatlOnal purposes only, and
WHEREAS, the Agency desJres, but IS not reqUIred m the absence of the receipt of a
prelimmary plan. to transmIt the statement that a plan for the redevelopment of the proposed
project area IS bemg prepared. to the audItor, assessor. and tax collector of the county III whIch
the proposed project IS located.
NOW, THEREFORE, BE IT RESOLVED BY THE REDEVELOPMENT AGENCY OF
THE CITY OF SANTA MOl\i'lCA AS FOLLOWS
SectIOn 1 The 1993-94 EqualIzed Assessment RallIS the "Base Year Assessment
Roll" whIch the Redevelopment Agency of the C1ty of Santa Momca proposes to use for the
allocatIOn of taxes pursuant to Section 33670 of the Commumty Redevelopment Law for the
proposed Earthquake DIsaster Recovery Redevelopment Project
SectIOn 2. The Execuuve Duector IS hereby authonzed and duected to transmIt to
the taxmg offiCIals and agenCIes and the State Board of EqualIzatIon. a statement mdlcatmg that
a plan for redevelopment of the Proposed Project Area IS bemg prepared and advlSlng of the
Base year Assessment Roll WhICh the Agency proposes to use for the allocatIon of taxes pursuant
to SectlOn 33670 of the Commumty Redevelopment Law
SectIOn 3 The Agency hereby finds that It IS necessanly exempted from the
provlSlons of SectlOn 33327 of the Commumty Redevelopment Law that the Agency notify the
taxmg entItles of the boundanes of the project area. and IS necessanly exempted from the

reqUirement of SectIon 33327 that the Agency provide a map lOdlcatlOg the boundanes of the
project area, because there IS no project area, and because such boundanes have not yet been
determIned.
SectlOn 4. The Executive DIrector IS hereby authonzed to transmit a descnptIon of
the proposed boundanes of the Proposed Project to the taxmg officIals and agencIes. and the
State Board of EqualIzatIon for mformatIOnal purposes only.
SectIOn 5. The Executive Director IS hereby authonzed and dIrected to pay to the
State Board of EqualIzation such fee for filIng and processlOg saId statement. descnptIOn of the
proposed boundanes and map as may be reqmred pursuant to Section 33328 4 of the Commumty
Redevelopment Law.
SectlOn 6
The Secretary shall certify to the adoptIon of thIS ResolutIOn
