R-462 (2) RESOLUTION NO 462 (Redevelopment Agency Senes) A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SANTA MONICA CERTIFYING THE INITIAL STUDY AND NEGATIVE DECLARATION FOR THE RAND PROPERTY ACQUISITION LOCATED AT 1700 MAIN STREET, 1657, 1665, 1677, 1683, 1707, AND 1725 OCEAN AVENUE WHEREAS, a Notice of CompletIon of an Imtlal Study and Intent to Adopt a Negative Declaration for the Rand Property AcqUisItIon located at 1700 Main Street, 1657, 1665, 1677, 1683, 1707, and 1725 Ocean Avenue (ProJect) was published on September 9, 1999 In complIance wIth the Calrforma EnvIronmental Quality Act (CEQA) and the City of Santa Momca CEQA GUldelmes, and WHEREAS, the Imtral Study and Proposed Negative Declaration were crrculated for a 30 day public review penod and no comments were received dunng thiS reView, and WHEREAS, on October 27,1999, the Redevelopment Agency of the City of Santa MOnica ("Redevelopment Agency"), as Lead City Agency, reviewed the Initial Study and Proposed Negative Declaration NOW, THEREFORE, THE REDEVELOPMENT AGENCY OF THE CllY OF SANTA MONICA DOES HEREBY RESOLVE AS FOLLOWS SECTION 1 The Redevelopment Agency finds, as the Imtlal Study determined, that an EnVIronmental Impact Report IS not required for the Project More speCifically, the ef=44 proposed project Involves only the acquIsition by the Redevelopment Agency of 11 5 acres of land currently owned by the RAND CorporatIon No redevelopment, change of use, or bUilding demolitIon IS proposed as part of this purchase Any future development on the project Site wIll be consistent with the CIVIC Center Specific Plan (CCSP) or amendments thereto and subject to Independent environmental review Since the proposed land acquIsition would not alter any eXisting condition and no specific development IS contemplated, the Project will have no significant effect on the environment In addition, an Environmental Impact Report for the CCSP was prepared and certified on November 23, 1993 This EIR determined that the CCSP resulted In no significant Impacts In the areas of Earth, Geology and Salls, Hydrology and Drainage, Energy, NOIse, Light and Glare, Risk of Upset, Land Use, Right of Way/Access, Natural Gas and Electricity, Solid Waste, Pohce, Schools, Parks and Recreation, Aesthetics, Neighborhood Impacts, and Flscallmpacts Mitigation measures adopted for the following areas reduced Impacts to below a level of significance Shade and Shadow; Water, Sewer, Telephone, Public Facility Maintenance, Fire, and Cultural Resources Mitigation Measures adopted for Transportation, Circulation and Parking and Construction Impacts reduced Impacts to an acceptable level MItIgatIon Measures were also adopted for the areas of AIr Quality and Population and HOUSing, however these mitigation measures did not reduce Impacts to below a level of significance A Statement of Overrrdlng Considerations was, therefore, adopted prior to certification of the EIR Since certification of the CCSP EI R, none of the conditions eXisting at that time, Including land uses, development Intensity, open space, pedestrian circulation, and roadway configuratIons have changed Consequently, the enVIronmental analYSIS prepared remams 2 eff44 valid and the mitigation measures adopted continue to be effective Thus, there are no project specific environmental effects which a) were not analyzed as significant effects In a pnor EIR on the zoning action, general plan or community plan WIth which the project IS consistent, b) are potentially sIgnificant off-site Impacts and cumulative Impacts which were not discussed m the pnor EIR prepared for the general plan, community plan or zOning action, c) are previously Identified Significant effects WhiCh, as a result of substantial new Information which was not known at the time the EIR was certified, are determined to have a more severe adverse Impact than discussed In the pnor EIR, or d) are pecuflar to the project or the parcel on which the project would be located SECTION 2 The Redevelopment Agency has reviewed and conSidered the Initial Study and Negative Declaration on the Project pnor to acting on the project The Negative Declaration reflects the Independent judgment and analYSIS of the Redevelopment Agency SECTION 3 The Redevelopment Agency finds that, based on the whole record before It, Includmg the Initial Study, there IS no substantial eVidence that the Project Will have a slgmficant effect on the enVIronment, and hereby adopts the Negative Declaration SECTION 4 Consistent With California EnVironmental Quality Act GUidelines Section 15074(c), the documents which constitute the record of proceedings for approvmg thiS project are located In the Planning and Community Development Department, 1685 Main Street, Room 212, Santa MOnica, California The custodian of these documents IS 3 eff44 Acting Principal Planner Amanda Schachter SECTION 5 The City Clerk shaff certify to the adoptlon of this Resolution, and thenceforth and thereafter the same shall be In full force and effect APPROVED AS TO FORM tv {W ~<11LU tv dZ(i-0u.~ MARsHA J.
