{California Pu~llc Resources Code, Section 21000 et seq.) re-
qu~res that projects carr~ed out by local agencles requlre the
pYe~aration and adoption of Environmental Impact Reports; and
~~EREAS, Sectlon 21082 of the California Resources Code re-
quires all such agencies to adopt procedures for the prepara~ion
of such Envlron~ental Impact Reports pursuant to the Callfornia
Enviro~men~al Quallty Act of 1970 and reqUlres that such proce-
dures shall be consistent with the Regulatlons adopted by the
Cal~for~ia Resources Agency; and
WHEREAS, It is necessary for this Agency to amend its adopt-
ed Procedures as a result of recent ame~dments to the Californla
Env~ronI~enta: Q~ality Act of 1970 and the amended regulatLons
adopted by the California Resources Agency pursuant thereto~

California Environmental Quality Act of 1970, as a~ended
("CEQA"), Public Resources Code, Sections 21000 et seq. and
~he GUleel~nes, as amended, certified and ?rescribed by the
Secretary for the Resources Agency of the State of Callforn~a
and con~ained in Divislon 6, ~ltle 14 of the Califorr.~a
Adminlstratlve Code ("Regulations"), and to prov~de the Re-
developnent Agency ("Agency") with principles, objectives,
crlteria, and procedures to be used in the adoptlon, anend-
Plent, a!1d lmplementatlon of redevelo;::>ment plans ("Plan") as
prcscrlbed by Sectlon 33352 0= the Callfornla Health and
Safety Code, Section 21151 o~ the California Public Resources

ve:opnent ~aw (Health and Safety Code, Bectlon 33000 et seq.),
the Redevelopment Agency is J.:.he fllead agency", as that term
~s cefined and descrlbed In Sectlons 15030, 15064, 15065, and
15066 of the Regulations) and 1S t~erefore responsible for
the l~?le7.entatlon of and CO~?llanCe with the provislons of
the CEQA and the Regulatlons In such adoption, amendment, and
lnple~e~tat~on of redevelopment plans.

Code G~c. Sectlon lS061{e) of the Regulations, all public and

ance of a redevelopment plan shall be deemed a single proJect,
and the preparatlon and adoptlon of an Environmental Impact
~e?ort ("EI~") for that redevelopment proJect shall preclude
the preparation and adoption of further and Subsequent
Environnental Impact Reports, Xegat~ve Declarations, or other
determlnations by the Age~cy Board and/or Clty Council with
respect to the environment for any public and/or pr~vate

orlef descript~on of the proposed amendment.

nature and slgnlflcance of the actlvlties proposed in the
Plan. In making lts determinatlon of the significant
effect of the Project, the Agency staff shall use the fol-
lowlng guidelines:

fo~~d to eXlst as a res~lt of the Project, such Project will
be deemed to have a slgnlflcant effect on the enVlronment:
1. Impacts which have the potential to de-
grade the quality of the enVlronment or
curtail the range of the envlronment.
2.
Impacts which acnleve short-term, to
the dlsadvantage of long-term, environ-
mental goals. A short-term impact on
the enVlron~ent is or.e WhlCh occurs ~n
a relatively brlef, defin1tive period
o~ tlme whlle long-term lmpacts wlll en-
dure well in~o the future.

3. Impacts which are ~ndividually limited,
but cTh~ulat~vely co~slderable. The
Project may lmpac~ o~ two or more
se?ara~e ~esources w~ere ~~e irr.pact on
each resource l5 relatively small. If
