These Procedures have been adopted by resolution of the Redeve~opment Agency pursuant to Section 21082 of the Californ~a Public Reso~rces Code and Section 15014 of the ~egula~ions, and are consistent w~th CEQA and t~e Regulatlons. ~~ ~~. [~ 200] DEFINITIONS Whenever the followlng terms are used in these proced- dures, unless othe~N~se deflned, such terms shall have the weanlng ascribed to them In th~s Part 200. A. [5 201) ?roject Project means a Recevelo?ment Project being carrled out by the Agency pursuant to the California Co~~unity Redevelop- ~ent Law. 3. [5 202] Environ~e~t Environment means the p~yslcal conditions which exist withln t~e area which will be af!ected by a proposed ProJect including land, air, wate=, ~lnerals, =lora, fauna, amb~ent no~se, objects of h~stor~c or aesthetic significance. c. Subsequent EIR ~eans t~e preparation and adoption of an additional EIR because of substant~al changes proposed to be made in a Plan or im?lementation of a Plan wh~ch in- volve environmental impacts not considered in t~e original EIR WhlCh was prepared and acopted for a Project. G. [~ 207] Negative ~eclaration . Kegative Declaration means the statement prepared by the Agency that finds that a proposed amendment to a ~eue- velo?ment Plan, if approved a~~ acopted, will not have a sign~ficant effect on the enVlronment and which lncludes a brief statenent of reasons to support the findings and a orlef descript~on of the proposed amendment. H. [5 208] Notice of Co~pletion Notice of Completlon means a brief notice fi:ed with the Secretary for Resources of the State by the Agency as soon as it has cO~Dleted the Draft E:2. (f) The ProJect will result in a substan- tial de~rimen~a: effect on air or water quality, or on ambient nOlse levels for adjoining a~eas; (g) ~he Project wl:l involve the possi- blllty of contamlnatlng a public water S~?p:y system or adversely affectlng ground water; (h) The Pro~ect could cause substantial f:ooding, erosion, or siltatloni (l) The ProJect could expose people or structures to najor geological hazards. B. [5 302J Mandatorv F~ndin~s of Si~ni=icance --- - ~ In every case w~ere any of the following cond~tions are fo~~d to eXlst as a res~lt of the Project, such Project will be deemed to have a slgnlflcant effect on the enVlronment: 1. Impacts which have the potential to de- grade the quality of the enVlronment or curtail the range of the envlronment. 2. Impacts which acnleve short-term, to the dlsadvantage of long-term, environ- mental goals. A short-term impact on the enVlron~ent is or.e WhlCh occurs ~n a relatively brlef, defin1tive period o~ tlme whlle long-term lmpacts wlll en- dure well in~o the future. . 3. Impacts which are ~ndividually limited, but cTh~ulat~vely co~slderable. The Project may lmpac~ o~ two or more se?ara~e ~esources w~ere ~~e irr.pact on each resource l5 relatively small. IV. [~ 400] PROCEDURES FOR PREPARATION &~D ADOPTION OF EIR FOR NEW REDEVELOP~~NT PROJECTS A. [5 401] General . An EIR shall be prepared as part 0= the Report on the proposed Plan requlrec to be submitted by the Agency to the CLty COlli~cll for a~y P~an on w~ich a publlc hearlng is set on or after ~,e date of ado?t~on of these Procedures. B. [5 402] Pre?arat~on a~d Adoptlon of EIR 1.
