R-9563 CCS:EVF AC: BS:TGV: F :\CCSADMN\SHARE\ST AFFREP\constOO. reso. wpd City Council Meeting: August 8, 2000 Santa Monica, California RESOLUTION NO. 9563 (CCS) (City Council Series) A RESOLUTION OF THE CITY COUNCil OF THE CITY OF SANTA MONICA AUTHORIZING THE HOLDING OF A PARADE ON SEPTEMBER 16, 2000, ON A ROUTE OTHER THAN THE OFFICIAL CITY PARADE ROUTE WHEREAS, pursuant to Section 4,08,580 of the Santa Monica Municipal Code, the City Council may authorize a parade route as set forth herein, NOW THEREFORE, THE CITY COUNCil OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOllOWS: SECTION 1. That on September 16,2000, at 11:00 a,m. participants in the U,S. Constitution Day Parade are authorized to conduct a parade along the following route: Staging to take place in the southbound lane of Main Street between Colorado and the "Chain Reaction" sculpture north ofthe Civic Auditorium and proceeding south on Main Street to Pier Avenue, Parade vehicles will continue south on Main Street past Pier Avenue and will use Los Angeles City streets to travel to the 2600 Barnard Way beach parking lot to disperse, Parade pedestrians will turn east on Pier and disperse, using sidewalks and obeying all traffic rules and regulations, Except for emergency vehicles, the parade route will be closed to traffic, Closing ceremonies and a picnic for parade participants will take place on Pier Avenue, which will be closed to traffic between Main Street and Second Street, from 12:30-2:00 p,m, SECTION 2, Permission to conduct the parade is granted upon the following conditions: a, That parade units may not be brought to the staging area, southbound lane of Main Street between Colorado and the "Chain Reaction" sculpture, priorto 8:00 a.m, on Saturday, September 16, 2000, b, That the northbound lane of Main Street, between Colorado and Pico, remain open at all times, c, That amplified sound is not permitted before 8:00 a.m, d, That the parade will take place from 11 :00 a.m. to 12:30 p.m. and be limited to a maximum of one hour, 30 minutes (not including staging time), including frequent traffic breaks to allow buses and other traffic to cross the parade route. e, That any service not provided by the City, such as barricading and coning of streets and posting of directional signs, be assumed and paid for by the organizers. f. That organizers conform with street closure policy for the closure of Pier Avenue for post-parade activities. g. That organizers be responsible for posting "Temporary No Parking" signs along the parade route at least 24 hours in advance and removing them immediately following the parade. h, That all litter, horse droppings, and directional signs be cleared from the streets and sidewalks immediately following the parade. i. That the parade disband at Pier Avenue, j, That an "Indemnity and Hold Harmless Agreement" be executed and returned to the Events Office by August 31, 2000.
