R116061 City Council Meeting: July 23, 2024 Santa Monica, California RESOLUTION NUMBER 11606 (CCS) (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AUTHORIZING THE ACCEPTANCE OF A GRANT AWARD IN THE AMOUNT OF $80,229 FROM THE STATE OF CALIFORNIA GRANT ASSISTANCE PROGRAM FOR THE ALCOHOLIC POLICING PARTNERSHIP PROGRAM WHEREAS, the City of Santa Monica desires to reduce alcohol related crimes of all types in Santa Monica and to stem the access of alcohol to youth within the City through the use of a comprehensive enforcement program that incorporates education strategies and focuses on prevention; and WHEREAS, in furtherance of these goals, the City has undertaken an alcohol- related crime reduction and prevention program that is funded in part by the grant funding made available through the Alcohol Policing Partnership Program (“APP”) administered by the California Department of Alcoholic Beverage Control (“ABC”); and WHEREAS, the grant funding provided by ABC includes the support of targeted operations such as the Minor Decoy and Shoulder Tap programs, undercover operations, and IMPACT (Informed Merchants Preventing Alcohol-Related Crime Tendencies) inspections; and WHEREAS, ABC grant funds will also be used to provide training to the City’s sworn personnel on ABC’s recommended enforcement and prevention methods and techniques; and Docusign Envelope ID: 8FD2482E-01AB-4FBD-A2BD-F712FE277E7F 2 WHEREAS, ABC has made available to the City an Alcohol Policing Partnership Program (“APP”) grant in the amount of $80,229 in order for the City to fund its alcohol- related crimes reduction and enforcement programs during Fiscal Year 2024-25. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. The City Manager, or his or her designee, shall be authorized to accept an Alcohol Policing Partnership Program grant from the Department of Alcoholic Beverage Control in the amount of $80,229, and to negotiate and execute the necessary agreement with the State of California for the City to receive the grant funds, and to execute any extensions or amendments thereto. SECTION 2. The City’s acceptance of grant funds authorized hereunder shall not be used to supplant expenditures controlled by the City Council. SECTION 3. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
