R116041 City Council Meeting: July 9, 2024 Santa Monica, California RESOLUTION NUMBER 11604 (CCS) (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA APPROVING A TRAINING AGREEMENT WITH THE CALIFORNIA DEPARTMENT OF PARKS AND RECREATION DIVISION OF BOATING AND WATERWAYS WHEREAS, The City of Santa Monica, through the Santa Monica Police Department (“SMDP”), and the California State Parks Division of Boating and Waterways (“DBW”) recognize the importance of enhancing boating safety and the skills of law enforcement personnel within our coastal waters; and WHEREAS, the California Marine Law Enforcement Training Program (“Program”) aims to provide comprehensive training for marine law enforcement officers in the State of California; and WHEREAS, SMPD has personnel who are qualified to be instructors to conduct comprehensive trainings in the State’s “Basic Coastal Operator” (BCO) training course; and WHEREAS, the BCO course is designed to provide vessel operators with the skills necessary to safely operate a public safety vessel in nearshore coastal environments; and WHEREAS, those that take the BCO course will gain practical knowledge and experience regarding nomenclature, vessel inspections, navigation rules, aids to navigation, charts, weather, boating laws, patrol techniques, vessel handling, and interagency operability; and Docusign Envelope ID: E7A8A3C1-F650-409C-8D9B-D5A23ADCDD34 2 WHEREAS, DBW has an interest in having boating enforcement officers who are qualified to conduct BCO trainings provide such trainings to other boating enforcement officers in the State; and WHEREAS, DBW is committed to supporting these training efforts by paying for the costs incurred by those boating enforcement officers that conduct the trainings; and WHEREAS, SMPD and DBW have agreed to enter into an agreement for SMPD to provide a boating enforcement officer qualified to conduct the BCO training and for DBW to pay for SMPD’s costs for having its officer conduct the training; and WHEREAS, SMPD and DBW desire to enter into this agreement in order to promote safe and effective marine law enforcement training in California’s coastal regions. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. The City of Santa Monica, through the Santa Monica Police Department, shall enter into an agreement with the California State Parks Division of Boating and Waterways for the City’s boating enforcement personnel to provide Basic Coastal Operator training to other boating enforcement personnel, and for the State to cover the costs incurred by the City for having its personnel provide such training. SECTION 2. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
