SR-05-08-1978-6MSanta Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Douglas Park Bowling Green Renovation - Award of Contract Introduction This report recommends that the City Council award a contract for the renovation of the Douglas Park Bowling Green to Ryco Construction, Inc. in the amount of $52,225. Background The existing bowling green is over 25 years old. The soil profile built up over the years is impeding good drainage and root penetration. The Seaside Bent now on the green is highly susceptible to fungus disease, a factor presently increasing maintenance costs and decreasing the quality of play. Replacement of the green with hybrid bermuda grass would minimize the instance of fungus, reduce maintenance costs, and maximize use and quality of play. Bids for the Bowling Green Renovation were opened in the Council Chambers after 3:00 p.m., Monday, April 9, 1979, and read publicly by the Assistant City Clerk. Plans and specifications were issued to nine contractors. Only one bid was received which was from Ryco Construction, Inc., in the amount of $52,225. The City Engineer's estimate was $42,000. Some of the probable reasons why the City Engineer's estimate was $10,225 less than the one bid received are: 1. Most contractors have all the work they can handle at this time. 2. This project is a specialized one that most contractors are not familiar with. MAY 8 1979 TO: Mayor and City Council -2- May 2, 1979 3. Federal funds are being used, which increases paper work and red tape. 4. Only one bid was submitted. 5. The real inflation factor was not fully taken into consideration in the estimate, particularly the cost of hauling and excavation. City Staff met with the low bidder to discuss areas where the costs of the project might be reduced. Allowing the contractor to dispose of the excavated soil at the future Clover Park site would reduce the cost by $3,278. Elimin- ating the planting and maintenance would reduce the cost an additional $2,769. This work would have to be done by the City. The Lawn Bowling Club has agreed to pay for the planting. Altornatoo 1. Award the contract in the amount of the low bid of $52,225, with the stipulation that a Change Order will be issued reducing the contract by $6,047 for allowing the dumping at Clover Park, and eliminating the landscaping. This alternate will require a transfer of unbudgeted funds in the amount of $4,000 from the Recreation Unit Tax fund to this project: Bid Amount ........................... $ 52,225 Change Order Credit .................. Award the contract in the amount of the low bid of $52,225, and require the Contractor to perform all of the work, as bid upon. This alternate will require a transfer of funds in the amount of $10,047 from the Recreation Unit Tax fund. Recommendation It is recommended that the City Council award the contract to Ryco Construction Inc. in the amount of $52,225 and authorize the transfer of $4,000 from the Recreation Unit Tax Fund for this project.
