Captain Robert Morgan, Police Department, spoke briefly, after which Mr. Reidy moved that each party submit reports, etc. at the next Council meeting so that a determination might be made. The motion was seconded by Mr. Trives and carried unanimously. Henry Abts related the efforts being made by the Association of Yacht Marina Feasibility Clubs to obtain federal funds for a United States Corps of Engineers Marina Feasibility Study for the Harbor Study for the Harbor. Jim Sellers commented on his study of election results in the City and the County and requested that in view of his findings that observers be selected to watch the processing of the absent voter ballots and the duplication of damaged voted ballots. Mr. McCloskey moved that either Rand Corp. or another reputable Firm to be retained concern be solicited to review the program for counting the ballots at the forthcoming for counting ballots election. David Shulman urged that some thought be given toward specific goals for municipal services and the budgeting for same. Michael A. Petretta suggested that the Administration explore funds that might be available for City uses for increased police protection. Mr. Reidy moved to file the resolution, adopted February 27, 1973, by the Santa Monica Chamber of Commerce ur ging that the selection of one of the developers that submitted plans for the enclosed mall be made at an early date. The motion was seconded by Mrs. Hoover and carried unanimously. Mr. Reidy moved to approve the list of persons (fifteen) recommended for appointment to the Beach Area Study Committee in accordance with Resolution No. 4335 (CCS). The motion was seconded by Mr. Dituri. Mr. Trives moved to amend the motion and have each of the other six Council members appoint one additional person to the committee. Mr. Reidy (Member, South Coast Regional Commission) announced that the Commission had approved the exemption for Redevelopment Projects 2 and 5 and had moved Project 1 from the requests for exemption so that the program should move ahead.
