SR-10-23-2012-3C9J City of City Council Report Santa Monica' City Council Meeting: October 23, 2012 Agenda Item: 3—C To: Mayor and City Council From: Martin Pastucha, Director of Public Works Subject: Bid Award for Reverse Osmosis Chemicals Recommended Action Staff recommends that the City Council award Bid #4021 for the purchase and delivery of reverse osmosis antiscalant chemicals to King Lee Technologies, a California -based company, in an amount not to exceed $185,000 for one year, with two one -year renewal options at the same price, terms and conditions, for a total not to exceed amount of $555,000 over a three -year period. Executive Summary The reverse osmosis filtration system at the Arcadia Water Treatment Plant (Arcadia) is a critical component of the City's domestic water supply. In order to prevent mineral and scale build up on the surface of the membranes, continuous treatment with reverse osmosis antiscalant chemicals is needed. Reverse osmosis antiscalant trials were conducted by staff during FY 2011/12 at Arcadia in order to determine acceptable dosage and pH levels needed to achieve satisfactory performance. In August 2012, the City solicited bids for reverse osmosis antiscalant. After evaluating the seven bids received, staff recommends King Lee Technologies as the best bidder to supply reverse osmosis antiscalant chemicals for a total not to exceed amount of $555,000 over a three -year period. Discussion Scaling and fouling of reverse osmosis membranes are limiting factors in the amount of ground water that can be recovered during treatment. Additionally, the expected five - year service lifetime of the membranes is reduced if scaling and fouling are not properly controlled. The use of a reverse osmosis antiscalant is the accepted method of controlling scaling and fouling. Because every water source differs in mineral content and physical characteristics, there is no exact method to determine the optimum product, dosage and pH combination that would work best for a given water source. For this reason, antiscalant trials were conducted by staff which resulted in a number of 1 product dosage and pH combinations that demonstrated the ability to limit scaling to an acceptable level. Vendor Selection In August 2012, the City published Notices Inviting Bids to provide reverse osmosis antiscalant chemicals as required by the Arcadia Water Treatment Plant in accordance with City specifications. The bid was posted on the City's on -line bidding site, and notices were advertised in the Santa Monica Daily Press in accordance with City Charter and Municipal Code provisions. Seven bids were received and publicly opened on August 28, 2012 per Attachment A. Bids were evaluated based on price, references, experience, and compliance with City specifications. Based on these criteria, King Lee Technologies is the best bidder to provide reverse osmosis antiscalant chemicals as they are the lowest price bidder that is able to meet City specifications. Financial Impacts & Budget Actions The purchase order amount to be awarded to King Lee Technologies is $185,000. Funds are available in the FY 2012 -13 budget in division 673. The purchase order will be charged to account 05673.544011. Budget authority for subsequent years will be requested in each budget cycle for Council approval. Future funding is contingent upon Council approval.
