Agenda Regarding Airport Operations ~ " ` `~' '`' '
All members of the Santa Monica City Council have agreed to
place on the agenda for the regular City Council meeting of~
January 11th, 1977 the following matters relating to airport
operations:.
1. Reduction and SENEL fron 100db to 90 db.
2. Elimination of pattern flying on weekends.
3. Prohibiting take offs prior to 7:00 a. m. or lower
SENEL limit to 80 db between 11:00 p. m. and 7:00 a. m.
4. Implementation of a displaced threshold.
5. Elimination of helicopters training at the airport.
6. Consideration of flight pattern over Penmar Golf Course
with turn over the ocean.

SUBJECT: Summary of Materials for Joint City Council-Airport Commission Study
Session of December 15', 1976 at 3:30 p.m. in City Council Chambers
Introduction
This report sur~unarizes the attached materials which may be considered at the
above joint meeting.
Background
At its regular meeting of August 24,.1976, the-City Council adopted a motion
requesting the Staff to set up a study session with the Airport Commission re-
garding Airport operations and development.
Subsequently, at its regular meeting of Rovember 23, 1976, the Council adopted
a motion that the Staff report of October 18, 1976 regarding additional
restrictions on Airport operations be one of the items revieeaed at the joint
meeting.-
Further, at its regular meeting of December 8, 1976, the Airport Com-nission
held a study session on those items it wished to discuss at the joint meeting.
Below is a sw';u'nary of theitems anticipated to be discussed at the joint meeting.

Staff report dated Gctober 8, 1976 regarding Airport Commission°s action
on recommendation of James-Hoyt,-President ofSunsetPark Property Owner's
Association recommending additional restrictions on Airport operations.
Mr. Hoyt recommended that:
A. Reduction in SENEL from 100 db to 90 db.
B. Eliminate pattern flying on weekends.
C. Prohibit. takeoffs prior'~to7:0O a.m,- orlower SENEL limit to
80 db between 15:00 p.m. and 7:00 a.m.
D. Implement displaced threshald.
The Airport Commission-held a public hearing on S~Sr, Hoyt's proposal on
October 13, 1976 with the following result.
A. SENELReduction--rejectedbyAirportCommission.

Note I--Based on the December29, 1975 noise survey, if SENEL were reduced to
90 db approximately 146 aircraft would be in violation out of a total of4,344
operations. If SENEL were reduced to 85 db, 233 aircraft would be in violation
out of3,786 total operations. There are approximately 350 aircraft now based
at the field.
Note II--During the period August 26, 1976 through September 21, 1996 there was
a total of 63 departures and 42 arrivals at the Airport between 11:00 p.m. and
7:00 a.m. However, the breakdown as to corporate vs. other aircraft is nowknown.
Note III--On January 9, 1974, the Airport Commission recommended establishing
950 foot displaced thresholds at each end of the runway. In a memorandum dated

August 11, 1976 the Commissions' recammendation was broughf to the attention
of the Council by Councilmembers Reed and van den Steenhovan (see attachment
C-2) the City Council, at its August 24,-1976 meeting adopted a motion to
consider the displaced threshold matter at a subsequent.}Dint meeting with the
Commission. On February 11, 1976, Staff recommended a 750 foot displaced
threshold at each end of the runway for landings only. (see attachment C-3).
Note IV--attached is a survey on "touch and go" restrictions at nearby Airports
(attachment C-1) only Hawthorne prohibits "touch and go's" and the other
four Airports surveyed hate time regulations similar to Santa Monica.
3. Attachment 'D'
Aircraft noise monitoring surveydated-December 29,1975. This report,
in summary, states that:
A. The Airport area shows an average C.N.E.L. (Community Noise Exposure
Level-aircraft and non-aircraft noise measured over a 24 hour period
in decibels) of 63 db for-non-aircraft residential noise and 65 db
for all noise. This meets State noise criteria for 1986.
B. There was only one aircraft violation of the I00 db SENEL as provided
for in the current City ordinance out of 6,149 operations (takeoffs
plus landings) during the survey period.
C. Staff recommended establishing displaced thresholds of 650-700 feet
at each end of the runway for landings only, thus requiring aircraft
to land farther down the runway, keeping aircraft higher over approach
areas and thereby accomplishing some noise reduction. Displaced
thresholds of varying lengths would have the following effects on
runway length:

Displacing the thresholdwould require locating various Airport lights
at an estimated cost of $20,000 including remarking the runway.
