Recommended Action
Staff recommends that the City Council authorize the City Manager to negotiate and
execute a Second Modification to Agreement No. 8644 (CCS) with Nelson\Nygaard
Consulting Associates, aCalifornia-based company, for construction support services in
an amount not to exceed of $50,000, for a total contract amount of $477,000.
Executive Summary
The Borderline Neighborhood Improvements Project will improve the landscape, street
lighting, traffic circulation, and pedestrian and vehicular safety on Longfellow Street in
the Borderline Neighborhood, as well as replace the water main and provide several
improvements to Wilson Place adjacent to Lincoln Boulevard. A Second Modification to
Agreement No. 8644 (CCS) with Nelson\Nygaard Consulting Associates is requested to
include a not to exceed amount of $50,000 to provide construction support services for
a total contract amount of $477,000.
Background
On October 24, 2006, Council approved Agreement No. 8644 (CCS) with
Nelson\Nygaard Consulting Associates in the amount of $117,000 to conduct a
feasibility study and develop a conceptual design for the Borderline Neighborhood
Improvements Project. On September 23, 2008, Council approved the final conceptual
design for improvements to Longfellow Street and appropriated additional funds for the
design of permanent improvements on Wilson Place to replace temporary traffic barriers
and delineators adjacent to Lincoln Boulevard: At this meeting, Council also approved a
First Modification to Agreement No. 8644 (CCS) with Nelson\Nygaard in the amount of
$310,000 to develop construction bid documents for the approved final design.

On June 23. 2009, Council appropriated funds for the Borderline Neighborhood
Improvements Project as part of the FY2009-10 Capital Improvement budget process to
improve landscape, street lighting, traffic circulation, and pedestrian and vehicular
safety on Longfellow Street in the Borderline Neighborhood.
On August 10. 2010, Council awarded a construction contract to proceed with proposed
improvements on Longfellow Street and a portion of the connecting streets of Marine,
Navy, Ozone, and Wilson Place adjacent to Lincoln Boulevard.
Discussion
Construction of the Borderline Neighborhood Improvements Project is expected to begin
in fall 2010. Nelson\Nygaard Consulting Associates, the project designer, will be
required to provide additional services during the six-month construction period to
support the City's construction management staff. The additional .services required
during construction, which were not previously included in Nelson\Nygaard scope of
work, include field visits and field meetings at the jobsite, review and approval of
submittals, and documentation for resolution of questions and conflicts encountered
during construction. Neslon\Nygaard will provide these additional services for an
amount not to exceed $50,000.
Consultant Selection
Nelson\Nygaard was originally selected in 2006 through a competitive Request for
Proposal process to conduct a feasibility study and develop a conceptual design for the
Borderline Neighborhood Improvements Project. Nelson\Nygaard's expertise and
knowledge are required to assist City staff in ensuring a successful construction phase
of the project.

Financial Impacts & Budget Actions
The not-to-exceed contract amount to be awarded to Nelson\Nygaard Consulting
Associates is $50,000. Funds are available in 0017022.589000 Borderline
Neighborhood Improvements.
