Subject: Used Oil Recycling and Household Hazardous Waste Grant
Recommended Action
Staff recommends that the City Council adopt the attached three year resolution
authorizing the City Manager to submit and execute Used Oil Recycling and Household
Hazardous Waste (HHW) Grant applications to the California Integrated Waste
Management Board (CIWMB).
Executive Summary
The CIWMB makes grants available on a yearly basis to local governments to enhance
existing programs that address the proper management of used motor oil, oil filters, and
other household hazardous waste. Over the past 15 years, the City has applied for and
received 17 such grants totaling $883,955.73. Each grant application must include an
approved resolution from the City Council authorizing submittal of the grant application
and identifying the individual authorized to execute all necessary applications, contracts,
agreements and amendments to carry out the objectives specified in the application. In
lieu of submitting agrant-specific resolution with each grant application, the CIWMB is
now requesting that grant applicants submit a single resolution which authorizes all Oil
and HH1N grant applications. This resolution would be valid for three years and
resubmitted to City Council for renewal after that period. Adoption of -the attached
resolution will satisfy this requirement.

Background
On November 28, 2006 Council adopted resolution number 10185 CCS granting
signature authority to the City Manager to apply for and receive Used Oil Recycling and
HHW grant agreements on behalf of the City of Santa Monica. The proposed resolution
will replace the current resolution which expired on July 1, 2009. The Office of
Sustainability and the Environment is responsible for administering and implementing
the various aspects of the grant. The next grant agreement and year end status report
are due in August.
Discussion
Currently, the City operates a permanent Household Hazardous Waste .(HHW)
Collection Center available to residents free of charge. Small businesses located in
Santa Monica may also use the facility on a fee for service basis. Used motor oil and
filters are one of the many products brought to the HHW collection center for disposal.
These collection programs help to ensure that HHW (including oil) is not improperly
disposed of in the solid waste stream or dumped in a sewer or storm drain.
The funds awarded by the CIWMB over the years have been used by the City to
conduct comprehensive informational campaigns, to purchase oil collection containers
for distribution free of charge to Santa Monica residents, to purchase and install new
billboard-type signs for City solid waste vehicles, to host a Southern California regional
forum on used oil recycling, to host community based social marketing training
workshops for-other Used Oil grantees, to develop outreach materials for HHW
management, to support the operation of the HHW collection center, to provide public
access to peer reviewed scientific research about alternatives to household products,
for used motor oil recycling public outreach to underserved communities and schools,
and to establish permanent oil and filter recycling sites for airport tenants.

Financial Impacts & Budget Actions
There are no financial impacts associated with the adoption of this resolution. However,
following adoption, staff anticipates that the city may receive several thousand dollars in
grant funding from the state. Staff is unable to estimate future budget impact due to the
varying amounts of the awards but as grants are approved, appropriate budget changes
will be presented to the City Council as part of the City's annual budget. The award for
the previous grant cycle (14th) was $23;096.
