Subject: Approval of Revised Mall Regulations
Introduction
This report recommends that revised regulations for the use of the Santa
Monica Mall be approved. These regulations have been revised by staff and
the Retail Committee of the Chamber of Commerce.
Background
When the Mall was originally built, regulations were adopted by the City
Council which controlled the use of the Mall for such things as special
promotions, the use of street furniture, use of signs, sound amplification
equipment, motion picture filming, and other restrictions. The Mall Regula-
tions were revised in 1974, and it is now desired to make further revisions.
The Director of General Services and the City Manager's Administrative
Assistant met with members of the Retail Committee of the Chamber of Commerce
and have jointly developed the attached revised regulations. The original
regulations are attached for reference.
The major changes include provisions to allow promotional sales events on the
Mall when authorized by Gity Council Resolution and the provision that the use
of sound amplification equipment may be allowed with permit (since this has
been done for the past several years with no adverse effect), and explanatory
comments regarding methods of obtaining permits for use of the Mall.
Recommendation
It is recommended that the City Council approve the revised regulations for
the use of the Mall. ~ ~'

COMPLIANCE WITH SECTIONS 3611 THROUGH 3614 OF THE SANTA MONICA
MUNICIPAL CODE (VEHICLES ON THE MALL) AND APPLICABLE ZONING
REGULATIONS OF THE CITY OF SANTA MONICA. NO SALES OF MERCHANDISE
OUTSIDE OF STORE EXCEPT WHEN SPECIFICALLY PERMITTED BY CITY COUNCIL
RESOLUTION.
NO PERMANENT INSTALLATION OF ANY TYPE TO BE PERMITTED. ALL TABLES,
CHAIRS OR OTHER FURNITURE TO BE REMOVED BY 9:00 P.M. (NOT PERMITTED
TO REMAIN OVERNIGHT).
S. ANY AREA OCCUPIED ON THE MALL SHALL NOT ENCROACH INTO THE EMERGENCY
VEHICLE LANE DESIGNATED BY THE DIRECTOR OF GENERAL SERVICES.
t. ALL GROUPS OR INDIVIDUALS USING THIS AREA SHALL KEEP IT CLEAN.

THE USE OF SOUND AMPLIFICATION EQUIPMENT MAY BE ALLOWED WITH PERMIT
WITH APPROPRIATE CONDITIONS TO MITIGATE THE PROBLEMS WHICH MAY BE
ASSOCIATED WITH SOUND AMPLIFICATION. NO DIRECT SOLICITATION BY
AMPLIFICATION SHALL BE ALLOWED.
ALL USES MUST BE IN COMPLIANCE WITH SECTION 6241 (D) OF THE- MUNICIPAL
CODE REGARDING PROHIBITION OF SOLICITATION OF TRADE ON THE SIDEWALK
OR STREET. PERMITS MAY BE ISSUED FOR ADVERTISING OR FOR SALES FOR
AREA WIDE PROMOTIONS WHEN APPROVED BY CITY COUNCIL AND WITH APPRO-
