Subject: Pico Area Resurfacing Project
Recommended Action
Staff recommends that the City Council:
1. award a construction contract to Sequel Contractors, Inc., the best bidder, in the
amount of $407,000 plus a 10% contingency for a total amount not to exceed
$447,700; and
2. authorize the City Engineer to issue any necessary change orders to complete
additional work within budget authority.
Executive Summary
The Pico Area Resurfacing Project (Project) is funded by Community Development
Block Grant (CDBG) funds. Improvements are located within the boundaries of CDBG-
eligible census tracts. The Project will repair street pavement, sidewalk, driveway, and
curb and gutter at various locations. These locations were identified as needing repair,
and are not part of any other improvement or repair projects. The improvements under
this Project are required to maintain the City's streets and sidewalks within this area at a
high functional rating level. Failure to complete the repairs will lead to further
deterioration of the streets and sidewalks and higher liability exposure. Funds for this
project are available from existing CDBG allocations.
Discussion
The street and sidewalk improvements consist of removal and reconstruction of
damaged sidewalks, curbs and gutters, tree root pruning, asphalt overlay, and striping.
The Project area is bounded by Cloverfield Blvd. to the east, Pico Blvd. to the south,
Lincoln Blvd. to the west and Santa Monica Freeway to the north and includes the
following streets:

3. 22nd Street from Delaware Ave. to Virginia Ave:
4. Delaware Ave. from 15th Court to 17th Street
5. Delaware Ave. from 20th Street to Cloverfield Blvd.
6. Michigan Ave. from Lincoln Blvd. to 11th Street
Contractor Selection
A Notice Inviting Bids was published in the Santa Monica Daily Press on June 12 and
14, 2008, and the bid document was sent to eight public plan rooms. The Notice
Inviting Bids was also posted on the City's website. Seven contractors requested bid
documents and six sealed bids were received by the City Clerk's office. The following
bids were publicly opened and read aloud on June 30, 2008 by the Deputy City Clerk:

The City Engineer's estimate range for this project is $400,000 - $500,000. Bids were
evaluated based on understanding of the project's scope, direct experience on similar
projects, approach to the work, technical competence, qualifications of the proposed
staff, andthe ability to meet the desired time frames.
Sequel Contractors, Inc., is recommended as the best bidder, based on the quality of
services offered and their experience with similar projects including Street, Sidewalk,

Drainage and Civic Auditorium Parking Lot improvements for the City of Santa Monica;
Lakewood Boulevard improvements for the City of Downey; and various street
improvements for the Cities of Laguna. Beach and Tustin. All reference agencies
reported the contractor's work was completed in a timely and cost efficient manner while
maintaining consistent quality. The State Contractors' License Board also verified that
the company's license is current, active, and in good standing.
Public Outreach
Construction management and public outreach for this project will be provided by
Department of Public Works staff. Construction management will include inspection of
the contractor's work during construction, verifying and controlling field changes and
unforeseen conditions, monitoring and mitigating impact as a result of the construction
activities, attending contractor's safety meetings, attending periodio progress meetings,
and maintaining all necessary inspection documentation relevant to the work conducted
during construction. Public outreach will consist of public notifications to adjacent
properties and the surrounding community on the scope of the project, potential impacts
and schedule, periodic updates and response to questions from the public.
Financial Impacts & Budget Actions
The total project cost, including construction and contingencies, is estimated to not
exceed $447,700. Funds in the amount of $447,700 are available in 0190152.589000.
