"Seven Days" Emergency Preparedness Campaign Recommended Action Staff recommends that City Council authorize the City Manager tb accept the FY 2007 Homeland Security Grant funds and authorize budget changes outlined in the Budget/Financial Impact section of this .report. Executive Summary The "Seven Days" campaign is designed to promote emergency preparedness in Area A communities which includes: Santa Monica, West Hollywood, Beverly Hills, and Culver City. City Council authorization is requested in order for Santa Monica to serve as the lead agency in the implementation of the "Seven Days" Emergency Preparedness campaign. The 2007 Urban Area Security Initiative in the Los Angeles and Long Beach Urban Areas awarded the Area A cities $50,000 to develop and implement acommunity-wide emergency preparedness campaign fashioned after the Santa Monica "I've Got 7" annual emergency preparedness campaign. The campaign will consist of informational flyers and/or mailers that will be distributed to residents -and others in the Area A cities. The grant funds all costs so there are no budget or financial impacts. Discussion The Los Angeles and Long Beach Urban Area Security Initiative intends to use the "Seven Days" Emergency Preparedness campaign as a model for other jurisdictions to promote disaster readiness at the community level. A formal implementation plan and schedule will be used. The implementation Plan was submitted to Los Angeles in the fall of 2007 because they are the coordinating body for the Urban Area Security Initiative grants. The Area A cities of West Hollywood, Santa Monica, Beverly Hills, and Culver City will print and distribute emergency preparedness material to residences and businesses in local jurisdictions. Each Westside city will implement their respective emergency. preparedness campaigns, stressing the importance of being prepared for emergencies for up to seven days. This program is modeled after the Santa Monica "I've Got 7" Emergency Preparedness Campaign and is designed to be able to be replicated for all. types of organizations. Santa Monica will use their portion of the $50,000 to print "I've Got 7" materials to be distributed in the community. Postcards, door hangers, and other public education printed materials are to be included in the campaign: Santa Monica is the lead jurisdiction for this project; however each Westside city will be responsible for, the content of specific printed information for their respective jurisdictions." Financial Impacts & Budget Actions These grant programs are 100% federally funded and have no cost-share or match requirements. The following budget changes will be needed to record receipt of the grant funds and to make them available for program use: • Establish revenue budget in the amount of $50,000 in account number 20312:406940. • Appropriate operating expenditure budget for $50,000 in account number 20312.570010.
