SUBJECT: Main Street Planning Group's Recornmendat~ons
Introduction
ThlS report reco~~end5 ~hat the City Council authorize City staff
to (1) soliclt proposals fo~ a tram system on Main Street, (2)
soliclt proposals for a conp~ehensive feasibility study of two
parking structure sites, (3) appropriate $50,000 for a traffic
s~gnal at Ashland and l!~~n (4) endorse development of an ~n-lleu
park~ng system, and (5) lnltlate act~on to develop crlterla and
prlorltles for poc~et parks on Klnney and Ashland.
Background
In addition to the pro?Jsed zonlng changes for the Malll Street
cor-mercial area, t~e ~~i~ St~eet Plannlng Group has made other
pro?osals lr.cludl~g t~ose Ilsted below.
1. Parking
A. Estab:ish ?referential parking dlstrict(s) ln the
residentlal areas adjoining MaJn Street.
B. Encourage ef=iclent use of public and private
park~ng faCllltles so that a maximum proportlon
of existlP-g and future capacity is available
durlng daytl~e, evenlng, and night-t~me hours
through t~e week 1n such a manner as to avoid
undue hardship upon adjolning properties.
C. Im?lement a pilot park-and-ride system to move
eIDployees, patrons, and visitors from consolidated

development would be permltted to transfer its

zone) .

and Strand, Main and Ne1lson.
a. Reloc&te Gardens to Lot 11 south of Holl1ster on
new-to-existing plot rat10 of 2 to 1, th1S land
to be available for garden plots and/or publ1C
park land, to be determlned. Relocatlon to occur
durlng Juncture ln growing seasons, and to 1ncluce
provislons of topsoll or suitable sOlI amendments.
b. He1ght to comply with two-story d1str1ct regulation
(27 feet).
c. Ground floor Ma1n Street frontage to depth of 50
feet and height of approximately 15 feet to be
lnproved to house nelghborhood-oriented corrmerclal
uses and/or community center fac11ities. Flnlsh
lmprovements of thlS space shall be undertaken by
the City or the Clty 1n conJunction w1th others,
though the park1ng structure developer shall have
the opt10n of lmproving thlS space for the designated
uses at his or her own expense should other entitles
be unwlll1ng to do so. The ground floor area In

force speed limlt.
D. Route bike paths along Main Street intercon-
nected wlth the beach bike path via Marlne/
Barnard, P1CO, and/or other laterals.
E. Locate blke parklng faclllties wlthin the Maln
Street Speclal Commerclal Dlstrlct on such pUb-
llC propertles as thE. eX1stlng ana. proposed parks
Ilbrary, COIT~Unlty gardens, parklng structure,
and on such private properties as thelr owners

F. Promote perlodlc closure of Maln Street to vehlc-

3. Open Space

4. PubllC Lands Dlstrict. RecoITmend the des~gnat1on
of a Publ1C Lands District ("P") for all publlC-
ally-owned property w1thin the CltylS Coastal Zone,
including park1ng authority lands, garden, museum,
llbrary, and park faclllt1es. Publlc malntenance
yards would be proh1bited w~th1n thlS dIstrIct.
5. LIcense Fee.
RecomIT~nd creatIon of an annual
$1,000 license fee for all "on-sale" lIquor llcenses,
w1th fee revenue to be spec1f1cally earnarked to
f1nance 1ncreased enforcement of nOIse and nuisance
coroplaints associated with bars and restalrants.
6. Municipal Code Enforcement and Penaltles. Recommend
that current enforcement and penalty provislons of
the MUll1c1pal Code be strengthened because of the
Increasing number of both maJor and minor develop-
ments and archItectural alteratlons whIch are belng
undertaken w1thout sufflclent regard for zon~ng
and not1ficatlon regulat10ns and reqUIrements.

enforcement amendment. The }laJ_n Street Planning
Group recognlzes, however, that staff may have
some dlfflculty supportlng a measure this strlct.
The Group strongly recommends an increase ln
enforcement and penalty provisions, whether In
the form outlined below, or some other form the
Clty Council may find more suitable.
A. Any person may malntaln an action to enforce the
dutles lmposed on the Clty or ltS agencles to
enforce these and other provlslons of this code.
B. Any person may maintain an actlon for the re-
covery of CiVll penalties provlded hereln.
C. Any person Nay maintain an actlon for declar-
atory and equitable rellef to restraln any
violatlon of this dlvlslon.
D. In addltlon to the penalties provlded by Sectlon
1200 of the Munlclpal Code, the fo1lowlng C1Vll
penalties are app1lcable:
1. Any person who intentionally vlolates any
provlslon of thlS dlvlslon shall be subJect
to a C1Vll flne not to exceed $10,000.
2. In addltlon to any other pena1tles, any
person who lntentlonally and knowlngly
performs a~y development ln vlolatlon of
thlS code shall be subJect to a c~vll fine
of not less than $50 nor more than $5,000

7. Slgn ordinance. Support the development of a more
restrlctive slgn ord~nance.
8. Energy polley. Support the timely iormulation and
aaoption of a comprehensive energy policy for Santa Monica.
9. Noise ordinance. Recommend that the ex~sting noise ordln-
ance be revised to make lt more effective and enfor~3able
conslstant wlth the adopted NOlse Element of the Clty
General Plan.
Of the Varl0?S proposals listed here, the Group conslcers the
parking recommendations to be of hlghest prior~ty.
It is noted that a rev1sed slgn ordlnance 15 belng prepared by
the City Attorney, and studies are already underway concern~ng
a comprehenslve energy policy, and some of the other proposals are
belng addressed.
Recommendatlon
It is respectfully recon~ended that the Clty Councll take the
fol1oW1Ug actlons to lmplement the parklng sectlons of the MalU
Street Plan:
1. Authorize the Dlrector of General Servlces to prepare
and clrcu1ate an RFF for a Park and Rlde Systew servlng
Maln Street and the south beach parklng lots from Plea to
the south clty limlts with rubber tlred tram vehicles at
headways not exceeding 10 ffilnutes on the following schedule:

and clrculate an RFP for a professlonal consulting flrm to
study the feaSlblllty of constructlng a parklng structure
at one of two aternatlve sltes:
The Communlty Gardens between Holllster cnd Strand.
The parklng lot on Nellson Way south of Elll Street.
The study to lnclude cost and nu~er of structure spaces,
clrculatlon and access, compatlblllty wlth surroundlng uses,
envlronmental lmpact and methods of fundlng.

3. Authorlze the Dlrector of General Servlces to prepare
plans and call for blds on a trafflC slgnal at Ashland and
Maln and approprlate $50,000 from General Fund reserves to
flnance the cost.
4. Dlrect the General SerVlces and Plannlng staffs to work
wlth the Baln Street Plannlng Group ln development of an
in-lleu parklng system for the Maln Street area.

5. Authorlze the D~rector of General SerVlces and D~rector
of Recreatlon and Parks to work with the co~~unity In de-
veloplng crlteria, standards and prlorltles for two pocket
