SUBJECT: Recommendation to Award Construction Contract for Los Amigos Park
Playground to ABC Lawn Sprinkler Co., Inc. and to Authorize the City
Manager to Negotiate and Execute a Construction Management Contract
with DMR Team, Inc.
Introduction
This report recommends that the City Council award a construction contract to ABC Lawn
Sprinkler Co., Inc., the lowest responsible bidder, in the amount of $146,325 to construct
and install the playground at Los Amigos Park, and approve $21,949 in contingency funds
for the project. This report also recommends that the City Council authorize the City
Manager to negotiate and execute a construction management contract with DMR Team,
Inc. in an amount not to exceed $15,122, and approve $2,268 in contingency funds for this
contract.
Background
In the fall of 1997, a group of students from Santa Monica Alternative School House
(SMASH) founded "Project Play" to establish a playground for older youth (ages 8-13).
Although several play areas had been built on the campus, the play equipment had been
designed for younger students. The older youth prefer age appropriate equipment to play

on. The school is located at 5 Street and Ocean Park Boulevard, adjacent to John Muir
Elementary School and Los Amigos Park.
Throughout the 1997-98 school year, the students gathered play structure manufacturers'
catalogs, conducted surveys to find out what older students would like in a playground,
met with several architects, and presented their project and fundraising ideas to the City
Council in January 1998. In recognition of the students' efforts, and in light of the benefits
of the shared school and park use of the playground, the proposal was made a part of the
City's Capital Improvement Program. Funds in the amount of $118,500 were appropriated
in FY1999-00 to complete the necessary design work, have a site survey taken, and
construct the playground. During the 1998-99 school year, the Project Play students at
SMASH and John Muir raised a total of $36,380 for the playground, including a grant
received from the Saban Corporation. This project is partially funded with monies from this
source which are held in a trust account.
On February 10, 1998, City Council approved the modification of a design contract with
Rios Associates for drawings and construction documents for the Douglas Park
Renovation and the Childrens Play Areas in Four City Parks Project to add a playground

for older children at Los Amigos Park. The construction documents are now complete, and
have been reviewed and approved by the SMMUSD.
The Los Amigos Park Playground Project includes construction of a new playground which

provides play elements primarily for older children including a large multi-purpose
climbing structure, two separate overhead swinging apparatuses and a turning bar
apparatus. The hardscape includes concrete and rubber safety surfacing. Over 50% of
the play events provide disabled access.
Discussion
A Notice Inviting Bids for the construction contract was published on March 12 and 16,
2000 in the Los Angeles Times Our Times section and The Green Sheet. Bid

documents were sent to 12 women/minority business enterprise associations (WMBE).
Bid packages were requested by 10 contractors. The City Clerks office received six

sealed bids which were publically opened and read aloud on April 3, 2000 by the Deputy
City Clerk. The results for the base bid were:

ABC Lawn Sprinkler Co., Inc. was determined to be the lowest responsible bidder.

Representatives from three current or recently completed public projects, including the City
of Anaheim, the City of Glendale and Los Angeles County, were contacted and all
reported that the contractors work was satisfactory. Similar completed projects include
=
renovation of an existing park with neighborhood center and playground, and renovations
of numerous existing parks including landscape, irrigation and hardscape. The California
Contractors State License Board verified that the contractors license is current, active,

and in good standing. Construction is scheduled to begin in early June and take
approximately 90 days to complete.
A Request for Qualifications for construction management services was issued on July 26,
1999, to pre-qualify firms. The City pre-qualified four firms to provide construction
management services for park projects. As part of the pre-qualification process references
were checked from recent projects, representatives reported that the consultants work was

satisfactory. They were interviewed by a selection panel which included representatives
from the Engineering and Utilities Divisions of the Environmental and Public Works
Management Department. DMR Team, Inc. was recommended to provide construction
management services for this project. DMR Team, Inc. has successfully managed
construction for the City of Santa Monica in the past on a wide variety of projects including
the Pico Streetscape Project, the 1997-98 Federal Street Resurfacing Project #2, and the
Joslyn Park Playground and Selected Site Improvements Project. The DMR Team, Inc. is
currently managing the Municipal Pool Replacement Project; their work has been very
good.

Recommendation
Staff recommends that the City Council:
1.Award a contract for the construction of the Los Amigos Park Playground to ABC Lawn

Sprinkler Co., Inc., the lowest responsible bidder in the amount of $146,325.00 and approve
$21,949 in contingency funds for the project; and
2.Authorize the City manager to negotiate and execute a construction management contract for
the Los Amigos Park Playground with DMR Team, Inc. in the amount of $15,122 and
approve $2,268 in contingency funds for this contract; and
3.Authorize the City Engineer to issue any necessary change orders to complete additional
work in conformance with the Administrative Instructions on change orders and within
budget authority.
