SUBJECT: Recommendation to Adopt Necessary Resolution to Apply
for California Park and Recreational Facilities Act
of 1984 Regional competitive Grant for Development
of Clover Park Extension
Introduction
This report requests Council approval of a resolution authorizing
application for grant funds under the Regional Competitive Grant
Program of the California Park and Recreational Facilities Act of
1984 and requests authorization for the City Manager and Director
of Planning to sign the application for funds.
Background
Under terms of the California Park and Recreational Facilities
Act of 1984, the state of California will make available a total
of $78.5 million over a three year period for Regional
Competitive Grants, with $24,750,000 earmarked for the 1986/87
fiscal year.
The State is
divided into ten districts, with Santa Monica
located in District Eight, which comprises a six county area.

$11,970,500. projects will be divided into three categories:
regional-serving, co:rn:rnunity serving and neighborhood-serving.
Each category will compete separately in each region.
There are no matching fund requirements for this program,
although local efforts to procure additional financial assistance
may be a consideration in grant selection.
Terms of the grant application process indicate each project must
be filed under separate application with an accompanying
resolution. On July 23, Council passed a resolution requesting
funds for the development of stewart street Park phase IV. Staff
intends to submit only two grant requests, for stewart and the
Clover Park Extension for 1986-87 funds.
Plans for the Clover Park Extension have been developed with
extensive public input and are before the Council for approval.
BUdget/Financial Impact
The estimated cost for the entire Clover Park extension project,
which includes extending 28th Street to provide vehicular access,
is $716,520. $125,000 will be paid by the FAA as part of the
grading and drainage plan for the Santa Monica Airport. That
leaves a total cost to the City for the park extension of
$591,520.

$198,000 is provided for the Clover Park project from the general
fund in the 1985-86 budget in account #01-740-511-000-978. An
additional
$95,000
is
available
for
park
design
from
Roberti-Z'Berg funds.
If this grant is received, staff will
return to Council to request authorization to spend the funds to
further support the park's development.
Recommendation
Staff recommends:
1. Council adopt the attached resolution for grant funds.
2. Council authorize the City Manager and Director of Planning
to sign the grant application.

RESOLUTION NO. 7097(CCS)
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA APPROVING THE APPLICATION FOR GRANT FUNDS UNDER
THE REGIONAL COMPETITIVE PROGRAM OF THE CALIFORNIA PARK
AND RECREATIONAL FACILITIES ACT OF 1984 FOR DEVELOPMENT
OF THE CLOVER PARK EXTENSION.
WHEREAS, the people of the State of California have enacted
the California Park and Recreational Facilities Act of 1984,
which provides funds to the State of California and its political
subdivisions for developing facilities for pUblic recreational
purposes; and
IVHEREAS, the State Department of Parks and Recreation has
been delegated the responsibility for the administration of the
program within the state, setting up necessary procedures govern-
ing application by local agencies under the program; and
WHEREAS, said procedures established by the State Department
of Parks and Recreation require the applicant to certify by
resolution the approval of applications before submission of said
applications to the state; and

WHEREAS, the City desires to make an application under said
procedures for the development of the Clover Park Extension; and
WHEREAS, said applications contain assurances that the ap-
plicant must comply with; and
WHEREAS, the applicant agency will enter into an agreement
with the State of California for development, rehabilitation or
restoration of the project;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council approves the filing of an ap-
plication for 1985 state grant assistance for the above project.
SECTION 2. The city Council certifies that the City under-
stands the assurances and certification in the application.
SECTION 3. The City Council certifies that the City has or
will have sufficient funds to operate and maintain the project if
the project is selected for state grant funding.
SECTION 4. The city Council certifies that the City will
provide construction plans and specifications to the state within

one year of the appropriation of funds under this program and
will commence work immediately after state approval.
SECTION 5. The City Council appoints the City Manager as
agent of the City of Santa Monica to conduct all negotiations,
execute and submit all documents including but not limited to
applications, agreements, amendments, payment requests, and so
on, which may be necessary for the completion of the aforemen-
tioned project.
SECTION 6. The City Council appoints the Planning Director
as Planning Agency Representative for said agency with authoriza-
tion to sign the application form cover page.
SECTION 7. The City Clerk shall certify to the adoption of
this ReSOlution, and thenceforth and thereafter the same shall be
in full force and effect.
