SR-301-001 e e II-A J f} /,..- 00/ C/ED:CPD: JAN 2 4 1989 COUNCIL MEETING: January 24, 1989 Santa Monica, California TO: Mayor and city council FROM: City staff SUBJECT: Recommendation to Approve a Resolution Authorizing the Application For State Fund5 to Facilitate the Development of Child Care Programs in the city INTRODUCTION This staff report requests City Council approval of the attached resolution authorizing staff to apply for state funds to facilitate the development of child care in Santa Monica. This is a one-time only $25,000 grant opportunity that requires a local funding match. BACKGROUND The Santa Monica community has demonstrated a long standing commitment to child care and child development services. The Santa Monica/Malibu Unified School District continues to provide outstanding child care programs as it has for decades. santa Monica college boasts one of the finest Early Childhood Education and training programs in the region. connections for Children excels as a state-funded Child Care Resource and Referral and helps local families pay for child care through the Alternative Payment and City-funded scholarship program. The City of Santa - 1 - II-A JAN :2 "'i 1969 e e Monica offers its employees one of the strongest child care benefits packages in the country. These efforts are impressive, yet much remains to be accomplished. In November, 1988, the City Manager and city staff met with Drs. Moore and Tucker of the College and School District, respectively, and their child care staff. The purpose of the meeting was to discuss a coordinated child care initiative among the three entities to enhance the continuing, directed efforts mentioned above. The meeting resulted in an agreement to pursue a joint venture child care planning effort. A consensus was reached setting the development of a master plan for child care in the city as the top priority. Presently, and coincidentally, the state Department of Education, Child Development Division, has issued a request for applications to fund local governments in coordinating child care planning activities in their communities. The availability of state funds for child care planning is a one-time only opportunity. staff proposes to apply for and use these funds to supplement the city's effort in developing a master plan. The master plan will be initiated in this fiscal year so as to coordinate with the Youth Working Group and so as not to delay Council action on this pressing community issue. - 2 - - e DISCUSSION The master plan offers an unprecedented opportunity to capture an accurate and comprehensive picture of the existing formal and informal child care systems in Santa Monica. Most importantly, it will establish a long range community plan for action. The plan will be developed in three phases. Phase I will identify and define the child care needs of families who live and/or work in the Ci ty . Phase II will inventory the existing supply of care. Phase III will establish short and long term goals, objectives and implementation measures. The planning process will begin by identifying and defining community child care needs. Because the shortage of care only scratches the surface of this complex situation, other variables that further complicate finding child care will also be considered including but not limited to: household composition, income, age of child(ren), special needs of chlld(ren), cultural influences, employment status, mode of transportation and formal/informal child care preferences. Through the strong community presence and coordinated efforts of the City, Santa Monica College, Santa Monica Malibu/Unified School District, and Connections for Children, a survey representative of families with children who live and or work in Santa Monica will be conducted. Concurrently, an inventory of existing child care resources will be completed. This data will - 3 - tit e direct the immediate implementation efforts and inform the long range planning activities. The third and most action-oriented phase of the proj ect will determine the City's short and long-term goal sand obj ect i ves . The plan will provide specific implementation measures, evaluation methods and multiple timelines. Overall, the plan will be comprehensive, yet flexible enough to accommodate changing needs and levels of support. Additionally, it will detail how to: * coordinate public sector planning and development efforts; * encourage private sector involvement; * identify and match resources of the community's public agencies; and * stimulate effective pUblic/private partnerships. The combination of a comprehensive survey and master plan of this type involving three major public entities has never been completed in a metropolitan area in the united states. This program will put the City of Santa Monica at the forefront of planning for child care on the local level as well as yield positive benefits to those needing child care in Santa Monica. BUDGET/FINANCIAL IMPACT Resources needed to implement this planning effort will include the use of existing staff in the Department of Community and Economic Development, assistance from the child care staff of the College, School District and Connections for Children, and a - 4 - e e planning consultant to perform the technical aspects of the study. It is estimated that $50,000.00 may be needed for consultant services, $25,000.00 of which will be paid from the state sources, contingent upon a successful application, and the remainder matched by the city. An appropriation of $25,000.00 in City matching funds will be required and will be submitted as part of the mid-year budget. RECOMMENDATION staff recommends the City council approve the resolution authorizing staff to apply for funds to facilitate the development and coordination of child care in Santa Monica and to approve the use of $25,000.00 in matching funds contingent upon receipt of state funding. The city Council hereby authorizes the City 11anager to prepare and file a grant application, including all understandings and assurances contained therein. SECTION 2. The City council further authorizes the city Manager to act ln connection with the application, to provide such additional information as may be required, enter into a contract and any amendments thereto, and perform any and all responsibilities in relationship to such contract. SECTION 3. The City of Santa Monica agrees to contract with the state of California to facilitate the availability of child , development programs through one-time only funds for child care planning and coordination activities and to provide the required matching support of $6,250.00, the equivalent to 25% of amount granted by the state ($25,000.00). SECTION 4. The city clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
