Background On June 21, 1983, and on June 28, 1983, the City Council approved allocat~ons to non-prof~t commun~ty organ~zat~ons for ~mplementation of communlty development proJects ~n 1983-84. On July 26, 1983, the C~ty Counc~l approved the execut~on of 24 of these Grantee Agreements. The attached Grantee Workplans and Budgets represent the final grou? of grantee documents to be adm~nlstered by the Department of Co~un~ty and Econonic Development. D1Scussion The attached documents were developed us~ng the same gUldellnes as those speclfied in the July 26th staff report on grantee contracts. They are being transmltted separately from the prevlous contract docu- ments due to the need for staff to resolve outstand~ng issues or com- plete negotlations w~th the organlzatlons. In rev1ewlng these documents, ~t 1S 1mportant to note the followlng exceptlons: 1) Communlty Corporat~on of Santa Mon1ca: An addltlonal exhlblt (Speclal Provlslons) has been added to further detall the scope of serVlces and reporting requlrements. It is also important to stress that each proJect resultlng from activit1es cited lD the /1 A~, " " " 'Mayor and City counc~ -2- e August 9, 1983 CCSM workplan wlll be revlewed by the City and approved by the City Councll prlor to disposltlon of Clty funds. 2) Ocean Park Communlty Center: Pursuant to Council action on July 26, 1983, the allocatlon for the OPCC Homeless Shelter opera- ting grant has been lncreased by $20,000 for a total of $59,567. ThlS was the result of a transfer of these funds from a prevlously approved capltal proJect WhlCh will nQW be funded from private sources. 3} P1CO Nelghborhood ASSoclatlon (Resldential Rehabllltatlon Pro- gram): An addltlonal exhlblt (Speclal Provislons) has been added to provlde further detail on rehab program requirements and procedures. 4) Santa Monica/Mallbu Unifled School Dlstrlct (School Nurse Program): The attached workplan will be amended by September 1, 1983, to lnclude speclfled levels of serVlce. It was not posslble to develop these speclfic Ob]ectlves as the Nursing Program staff has not been available for consultatlon durlng the summer months. However, a ~eetlng is scheduled for mld-August. S) Santa Monlca Mld Clty Neighbors: The workplan of Mld Clty Neighbors lncludes several Ob]ectlves for evaluatlon of prograM effectlveness, lncludlng quarterly monltorlng meetlngs wlth Clty staff. These obJectlves have been developed In order to address current concerns that ~ild Clty Nelghbors has not resolved a number of admlnlstratlve problems WhlCh affect the program'soperatlons. Glven the high level of lnvolvement by nelghbors and the increasing number of people particlpating In Mld City actlvlties, lt is essentlal to resolve these issues to ensure the long-term viablllty of the organlzatlon. In addition to those Ob]ectlveslncluded in the workplan, staff further recommends that the standard contract language be revlsed e e Mayor and City Council -3- August 9, 1983 to include a prov~s~on wh~ch requ~res that the grantee demonstrate progress wlth stated dlfflculties prlor to receivlng cash advances for the next quarter. Assessment of progress will take place at quarterly monltoring ~eetlngs wlth Clty staff. ThlS dlffers from the usual grantee advance procedure where funds are lssued auto- matlcally after reVlew of quarterly program and f~scal status reports, provldlng that no setlous deflcienCles are noted. It should be noted that controls should be instltuted to ensure that resldents of the Mld City area recelve the best posslble serVlce. F~nanClal and Budgetary Impact All necessary approprlatlons and a1locatlons were approved by the Clty Cauncll on June 21 and 28, 1983. No further budgetary actlon is needed. Recommendations City staff recommends that the Clty Cauncll (1) approve the attache~ Grantee Workplans and Budgets, (2) authorize the Clty Manager to add contract language on procedures for grantee advances to the Mld City ~elghbors contract as noted above, and (3) authorlze the City Manager to execute Grantee Agreements ln furtherance of the Clty'S 1983-84 Community Development Program. SCOPE OF SERVICES A. The purpose of this Agreement is to enable Contractor to provide housing opportunities and housing related services within the Clty of Santa Monlca which shall prlnclpally beneflt households and persons of low and moderate income as deflned by applicable federal stancards. Program alternatlves include houslng acquisition and rehabilltatlon, rehabilitatlon, construct~on of new housing, provisl0n of management services, promotion of non-profit or limlted dividend ownership of housing and other programs agreed to in writing by both partles of this Agreement. Contractor understands that programs or proJects it undertakes must be In conformance with the City's Housing Element and other housing pollcies or legislation adopted by the City. B. Contractor understands that a major objective of this Agreement shall be to leverage funds provided by or through the City of Santa Monica with funds from other public and private sources. 2. Reporting Contractor shall submlt copies of the followlng dOCUMents attached to the program status report for those quarters in which relevant actlvlty occurred: List of current membership of Board of Dlrectors; Minutes of Board of Dlrectors meetlngs, Articles of Incorporatlon, proof of tax exempt status, By-laws; All feasibility studles, consultants' reports or other analyses conducted for proJect selectlon or lmplementat~on. Additional labor costs not to exceed $500 per unlt may be incurred if the property owner provides building materials of equal cost. L- CoorClnatlon With Other Programs Funds uncer this contract may also be used in conjunction wlth the PKA Rehabl1ltation Loan program and/or the Section 8 Moderate Rehabilitation program. Applications for these programs shall be submitted through the PNA Houslng Rehabilitation Outreach Worker to the Housing Divlsion Staff for reVlew. Use of the grant funds shall be approved when necessary to make the loan feasible. Upon approval by the City funds may be drawn and deposited into escrow prior to the loan closlng. The property owner shall be responslble for the assesswent of work to be performed and for the performance of rehabilitation and repair work and/or eXecutlon of subcontracts to licensed contractors rather than PNA/UCHDC. M. Lead-BasedPaint POlsonlng Pr~ventlon Act PNAjUCHDC and any subcontractors shall corrply wlth 24 CFR Par~ 35, concerning lead-based paint. These regulations prohibit the use of lead-based paint ana require that immediate lead-paint hazards be eliminated as part of the rehabilltation work. In aadltion, PNA!
