SUBJECT: Resolution Increasing the Santa Monica Solid Waste
Transfer station Dump Fees for Licensed Private Haulers
INTRODUCTION
This report requests the City Council to adopt the attached
resolution increasing transfer station fees for licensed private
haulers from $32 per ton to $38 per ton.
BACKGROUND
As of October 1, due to the denial by the city of Los Angeles of
the proposed landfill expansion, the BFI Sunshine Canyon landfill
was forced to severely curtail the amount of tonnage accepted from
3,500 tons per day to 700 tons per day which in effect closes the
landfill by 10 A. M.
Additionally, BFI doubled the landfill
disposal fee to the City from $14 per ton to $28 per ton. To
ensure that the city would be able to adequately dispose of its
solid waste at the most cost effective price, it was necessary to
negotiate with the landfill owners in Azusa who offered the city a
price of $16 per ton.
Upon completion of the Azusa landfill negotiations, staff reviewed
the fees charged to licensed private haulers who dump waste at the
transfer station. The current fee charged licensed private haulers

is $32 per ton which is based on the City's actual cost to haul
refuse to the Sunshine canyon landfill near Valencia. These costs
include labor, fuel, vehicle maintenance, equipment amortization
and overhead. Staff has determined that the additional 40 miles
driven per round trip to the Azusa landfill will result in
additional fuel and maintenance costs, higher costs for road
service calls due to the additional distance, higher labor costs
due to the additional 1 to 1-1/2 hours required per round trip and
the increase in the landfill costs per ton.
The private haulers who dump waste at the transfer station have
been noticed that the rate increase will be presented to city
council.
BUDGET/FINANCIAL IMPACT
The City expects to receive approximately 9,900 tons of waste from
private haulers over the next 9 months. Additional revenue in the
amount of $59,400 is expected to be collected in Solid Waste
revenue account no. 27-500-441-00000-0151-10000 as a result of the
increase which are offset by additional costs of approximately
$59,400.
The potential impact of the increased expenditures for waste
disposal on the City's Solid Waste and Fleet Management operations
is currently being evaluated by staff and will be presented to the
city council at a later date.

RECOMMENDATION
It is recommended that the City Council:
1. Adopt the attached resolution increasing the Santa Monica
Transfer station dump fees from $32 per ton to $38 per ton
effective immediately; and
2. Increase budgeted revenues at Revenue Account No. 27-500-441-
00000-0151-10000 by $59,400.

Resolut1on; and
WHEREAS, the Olrector of General Servlces may determlne
whether llcensed prlvate refuse haulers prlmarlly servlng Santa Monlca
bUSlnesses may use sald transfer statlon; and
WHEREAS, the SOlld Waste Management Superlntendent determines
daily whether sa1d transfer stat10n may be used by 11censed prlvate haulers
und bases th1S decls10n on ava1lable capaclty and the order 1n Wh1Ch
requests are rece1ved,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOllOWS:
SECTION 1. The fee for llcensed pr1vate refuse haulers to
