SR-1000-007 (11) .. , '- TD:JFH: SG: jw council Meeting: / [r;{I -- (J{ 7 Santa Monica, February 28, 1989 ca~n-;:-q fEB 281989 TO: Mayor and City Council FROM: city Staff SUBJECT: Authorize the city Manager to File Updates to the Short Range Transit Plan and Applications for Funds Introduction This report requests that the City Council authorize the City Manager to file updates to the Short Range Transit Plan (SRTP) in order for the Santa Monica Municipal Bus Lines to remain eligible for federal and state transit funds. In addition, this report requests that city council authorize the City Manager to file applications for funds based on the SRTP. Background In accordance with requirements of the Los Angeles County Transportation Commission (LACTC) , the Southern California Association of Governments (SCAG) and the Federal Urban Mass Transportation Administration (UMTA), the City must keep on file with these agencies an updated Short Range Transit Plan (SRTP), in order to remain eligible for Federal and state funding assistance. The SRTP examines existing services, serves as justification for future projects and presents a three-year financial plan for the Santa Monica Municipal Bus Lines. A complete SRTP for fiscal years 1988-1990 was adopted by the Ci ty Council on February 24, 1987. This year, and last, the agencies involved required updates of financial and operating information only. A complete Plan will again be required in G-6 FEB 281989 1990. . f TD:JFH: SG: jw Council Meeting: February 28, 1989 Santa Monica, California Financial Analysis A three-year financial forecast is contained in the SRTP updated information. Financial proj ections to be submitted for fiscal year 1989-1990 will serve as the basis for preparation of the Transportation Department budget, which will be considered by the city Council during the City budget process. Fiscal years beyond 1989-1990 will again be addressed in next year's full SRTP, and in future city budgets. The Municipal Bus Lines' financial plan proj ects the use of transit subsidy funds based on its formula share of LACTC's projected county-wide allocation of transit funds for fiscal years 1989-90 through 1991-92. For FY 1989-90, the formula allocation funds to be received by the Transportation Department for operating purposes are projected at $8.5 million. In addition, operating revenues generated by the Bus Lines (fares, charter, advertising, interest and lease revenues) are estimated to remain relatively stable at $7.6 million. Projected capital expenditures in the amount of $3.0 million are fully funded from subsidy sources, including $2.2 million reserved in prior years for the purchase of buses. Based on the funding projections, the existing fare structure can be maintained through FY 1989-90. In FY 1990-91, however, it appears that a fare increase will be necessary in order to meet LACTC requirements for passenger contributions. The SRTP also projects the Municipal Bus Lines' capital program for the next three years, including fleet replacement, facility , TD:JFH: SG: jw Council Meeting: February 28, 1989 Santa Monica, California improvement, equipment modernization and other capital needs. In FY 1989-90, the Municipal Bus Lines will replace ten buses purchased in 1973. In addition, the plan also includes annual contributions of $1 million to the Rail Reserve program approved by the City Council on July 10, 1984. Recommendation city staff recommends that the City Council: 1) Authorize the city Manager to file the required updates to the Short Range Transit Plan: and 2) Authorize the city Manager to file applications for funds made available by the Transportation Development Act, the state Transit Assistance Fund, and the Proposition A Program.
