SUBJECT: Authorization for City Manager to Execute an Agreement
with the Federal Aviation Administration for the
relocation of certain navigational aids at the Airport
Introduction
This report requests that the City Council authorize the City
Manager to execute an agreement with the Federal Aviation
Administration for the relocation of certain navigational aids at
the Santa Monica Airport.
Background
The construction of the new airport perimeter road necessitates
the relocation of two navigational aids at the Airport. These
devices, which are owned and maintained by the Federal Aviation
Administration, are the Rotating Beam Cei10meter and the Runway
End Indicator Lights. The Rotating Beam Cei10meter is a device
which provides data to the Air Traffic Control Tower on cloud
height at the Airport. The Cei10meter will have to be moved 200
feet west of its present location to a spot near the Control
Tower.
The Runway End Indicator Lights provide a visual
indicator of the east end of the runway for pilots wishing to
land at night. The Runway End Indicator lights will have to be
moved
about
twelve
feet
to
the
east.

As the relocation of these devices is caused by the City's plans
to develop and improve the Airport, the FAA's costs in relocating
the devices must be reimbursed by the city. The City will
accomplish the actual physical removal and installation of the
facilities while the FAA will provide design engineering,
inspection and electrical connection services. The FAA's
estimated cost for these services is $18,368.00. Ninety percent
of this cost will be reimbursed to the ci ty from the FAA's
Airport Improvement Grant of $5.5 mill ion. The proj ect thus
results in a net cost to the city of 10% of the FAA estimate, or
$1,836.80.
Budgetary/Fiscal
Sufficient funds are available in Airport Capital Account
33-710-631-000-506 to complete this project.
Recommendation
City staff respectfully recommends that the City Council
authorize the City Manager to execute the attached agreement with
the Federal Aviation Administration for the relocation of the
Rotating Beam Ceilometer and Runway End Indicator Lights at the
Santa Monica Airport.
