California TO Mayor and City CouncIl FROM City Staff SUBJECT Recommendation to AuthOrize the City Manager to Negotiate and Execute a Three Year Contract for Solid Waste DIvISIon Maintenance Services With Chrysalis Introduction ThIs report recommends that CIty CouncIl authorfze the City Manager to negotIate and execute a three year contract With Chrysalis to provide maintenance servfces to the Solid Waste Management DIvISion of the Environmental and Pubhc Works Department for three projects Public Area Clean-Up, Third Street Promenade Recychng and Transfer Station Salvage Background Chrysalis IS a non-profit agency operatmg In Los Angeles since 1984, founded to help homeless people return to productive, self-suffiCient lives Chrysalis works WIth homeless IndiViduals who are committed to changing their lives and assists them by helping to locate a steady Job and an affordable place to live Chrysalis provides participants With a variety of training to reach these goals In 1991, Chrysalis Labor ConnectIon was formed to assist homeless IndiViduals In finding temporary work With local employers Temporary jobs prOVide homeless IndiViduals With an Immediate paycheck, recent work experience. Job -1- (,f SEP - 8 1998 references, and feedback on theIr work habits In 1994, Chrysalis opened a satellite office In Santa MOnica, and In 1995, the Solid Waste Management DIVISion contracted with Chrysalis Labor Connection to provide litter collection and cleanup services throughout the City, including alleys, the Third Street Promenade (Including recycling of cardboard), and the salvage of recyclable matenals at the City's Refuse and Recycling Transfer Station The most recent contract with Chrysalis expired on June 30, 1998 DISCUSSion In July 1998, a Request for Proposals was Issued to provide maintenance services for three separate Solid Waste DIVISion projects Project 1: Public Area Clean-Up The maintenance and cleanup of litter and debns from vanous public areas which mclude but are not limited to alleys, city-owned parkmg lots, Sidewalks and underpasses A crew consisting of one supervisor and two workers are assigned vanous duties and locations fIVe days per week, eIght hours dally The crew collects litter. removes weeds. overgrown IVY and other green waste matenals, and properly discards Illegally dumped matenals such as mattresses. couches, appliances, etc -2- Project II: Third Street Promenade Recycling Two crew members work SIX hours daily and four hours on Sunday collecting and flattening cardboard boxes left In the alleys and In the refuse/recycling bin enclosures In the parking structures The cardboard can be a potential fire hazard, prompting this program The crew also collects litter and debris from the alleys adjacent to the ThIrd Street Promenade Project III: Transfer Station Salvage Refuse, yard waste, metals, wood, cardboard, tires and other recyclable matenals are disposed of at the transfer statton The transfer satlon salvage project requires that recyclable matenals delivered to the transfer station be source separated or salvaged from the refuse Areas within the transfer station are deSignated for placement of these Items once retrieved from the refuse pile The project requires three maintenance workers, eight hours each day, fIve days per week The RFP was Issued to SIX (6) non-profit organizations that are committed to prOViding work for homeless Individuals, persons on the verge of becoming homeless, and/or Individuals In transitional periods of their lives The organization must demonstrate that a minimum of 50% of the workforce for these three projects are referred from Santa MOnica based homeless shelters Chrysalis submitted the only proposal for these services ., ..)- The term of the agreement IS for three years at the followIng not to exceed lImIts Year One FY 98/99 $131,189 Year Two FY 99/00 $178,848 Year Three FY 00/01 $182,833 The annual Increases are due to the negotiated Increases In hourly rates that Chrysalis wIll charge for these services and also reflect the fact that the 1998-99 services will only be provIded for mne months, assuming an October 1 st contract start date.
