SUBJECT Award of Construction Contract for Part I FaCIlitIes Maintenance Projects -
Various City BUildings
Introduction
This report recommends that the City Council award a contract to Stenco Construction,
Inc , the lowest responsible bIdder, In the amount of $708,662 to complete faCIlity
upgrades and maintenance Improvements to varrous CIty-owned bUildings throughout the
City of Santa MOnica m order to comply With the Americans With DisabIlities Act (ADA)

Since FY 1996-97. the City has had a comprehensive program to malntam CIty-owned
properties The FaCIlity Maintenance Program Includes code upgrades and deferred
mamtenance In City bUildings and parks
The scope of work for the FaCIlities Maintenance Project was diVided Into two parts Part
\ IS the FacIlity Mamtenance of vanous City bUIldings including City Hall, City Yards, Parking
Structures 1-6, Woodlawn Cemetery, beach faCIlities Includmg beach restrooms, the
ammal shelter, and the office bUilding at 612 Colorado

Part II of the FacIlities Maintenance Project addresses City park properties and IS
addressed under a separate contract
On October 28, 1997, City Council awarded a desIgn contract to Rachhn and Rachlin
Architects to prepare drawings and construction documents for FY 1996-97 City bUlldmgs

The construction contract mcludes ADA and Title 24 Improvements such as bathroom
fixture replacements and light sWitch adjustments General mamtenance repairs Include
concrete repair. repainting, plumbing and mechanical systems repairs, door replacement,
installation of new floor finishes, guardrail repair, and counter top refinishing
A Notice InViting Bids for the construction contract was published on March 28th and 30th
of 1998 In the Los Angeles Times Bid documents were sent to SIX women/minority
bUSiness enterprise aSSOCiations (WMBE) Bidding packages were requested by 14
contractors The CIty Clerk's office received SIX sealed bids which were publicly opened
and read aloud on April 3D, 1998 by the Deputy City Clerk The bId results for various
repair Items and selected alternates were as follows

The lowest responsible bidder, Stenco Construction, supplied the City with five references
and all references reported that the contractor's work was satisfactory The State
Contractors' licence Board verified that the contractor's license IS current, active, and In
good standing The construction of the proposed repairs for City bUildings IS estimated to
take 240 calendar days

Recommendation
Staff recommends that the City Council
1 Award a contract for facilities upgrades and maintenance Improvements to vanous
City bUlldmgs to Stenco Construction, Inc , the lowest responsible bidder, In the
amount of $708.662, and
2 Authorize the City Engineer to Issue any necessary change orders to complete
additional work In conformance with the Administrative Instructions on change
orders
