SUBJECT Recommendatron to Authorize the City Manager to Negotiate and Execute
a ProfeSSional ServIces Contract with WPA Traffic Englneenng, Inc for
the Design of the First Phase of the Downtown Circulation Plan
Introduction
ThiS report recommends that the City Council authorize the City Manager to negotiate
and execute a professional services contract with WPA Traffic Englneenng, Inc In an
amount not to exceed $105,210 for the design of the first phase of the downtown
circulation plan Components of the first phase Include the following
- Restnpe 4th Street to eliminate one lane northbound and add metered
parking on the east Side between Wilshire Boulevard and Broadway
- Restnpe 5th Street to add one lane southbound and two-way left turn
median, maintaining two lanes northbound and parking on both Sides between
Wilshire Boulevard and Colorado Avenue
- Restnpe Broadway to carry two-way traffic between Ocean Avenue and Lincoln
Boulevard
- Modify Santa MOnica Place parking structures as necessary due to the
Introduction of two-way traffrc on Broadway
- Eliminate left turn out of Santa Monica Place parking structure to eastbound
Colorado Avenue
- Establish a controlled nght-turn from northbound Ocean Avenue to eastbound
Colorado Avenue

As part of the adoptron of the Bayslde DIstrict Specific Plan In January 1996, the City
Council authOrized the City Manager to negotiate and execute a contract With Roma
DeSign Group to prepare the downtown urban deSign plan for the area bordered by
Wilshire Boulevard on the north. the Santa MOnica Freeway on the south, the alley
between Seventh Street and Lincoln Boulevard on the east, and Ocean Avenue on the
west The first phase of the project Involved the development of a plan to modIfy the
circulation system In the downtown area to balance the needs of pedestnans. transit
users and the automobiles
On September 10, 1996 the City Council approved the first phase modifications to the
downtown area circulation plan and appropriated funding In the amount of $150.000 for
the deSign of these Improvements
Discussion
Requests for Proposals were sent to seven firms A pre-proposal conference was held
by the cIty to review the scope of the project With the consultants Four proposals were
received After a careful review of the proposals the city selected the consultmg firm of
WPA TraffiC Englneenng, Inc to perform the deSign engineering task for thiS project
WPA will be teaming With Oalcm Cummins ASSOCiates to perform the cIvil engineering
work at Ocean Boulevard and Colorado Avenue, and Walker Parkmg Consultants for
modifications to the Santa MonIca Place parkmg structures The estimated completion
tIme for thiS deSign project IS eighteen weeks

the amount of $150.000 Additional contingency funds are available from the same
account If It IS determined that such funds are necessary to cover the costs of
addItional work
The estimated cost of thIS deSign project IS as follows

Total cost $ 105,210
As directed by Council, staff will be returning to Council dunng the mid-year budget
process to request funds to construct the circulation changes It IS currently estimated
the construction of thiS project Will cost $675,000
Recommendation
It IS recommended that the City CouncIl
1 Authonze the City Manager to negotiate and execute a profeSSional
services agreement for the deSign of first phase of downtown circulation
plan With WPA TraffiC Englneenng, Inc In the amount of $87,675
2 AuthOrize the City Manager to execute amendments to thiS contract not to
exceed $17.535, If necessary
