J GS:SES:LR:jam/CC1247.word.engine Santa Monica, California Council Meeting: May 14, 1991 TO: The Mayor and City Council FROM: City staff SUBJECT: Recommendation to Appropriate Funds and Award a Contract for Improvements to Reconstruct Second and Third Courts INTRODUCTION This report recommends that the City Council award a contract for the Improvements to Second and Third Courts located in the Bayside District to Sully-Miller Contracting Company the lowest responsible bidder in the amount of $ 785,488.00 and authorize the appropriation of $ 1,000,000.00 from the existing Third Street Mall COP bond proceeds. BACKGROUND On August 12, 1986, the City council adopted the Third street Mall Specific Plan which established a comprehensive program for the revitalization of the Third Street Mall. Implementation of recommendations made in the Plan led to the design and construction of the Third Street Promenade. This multi-faceted improvement project included improvements to Parking Structure 5, rebuilding Third street and provided for landscape and street furniture elements. Part of the design for the Promenade included the reconstruction of the alleys in the District. As the project developed, it was 6-J - 1 - Mtly 1 ,~ 1;')1 - ....~ :;)1] . -. decided that the alley repaving would be the final construction phase for public improvements in the Bayside District. DISCUSSION Design and construction drawings for the alley repaving were prepared by the City Engineer's office with input from the Bayside District Corporation and the city's Department of Community Development. The design concept calls for the alley to be constructed of scored concrete, enhanced with brick areas around doorways and in the areas leading from the parking structures to the alley passageways. To further enhance the aesthetic quality of the repaved courts, drought tolerant vine planters will be located adjacent to the six parking structures and in the public right-of-way adjacent to selected properties. These planters will be located to provide for maximum "greening" of the Courts. A drip irrigation system for the planters is incorporated in the contract. The design was reviewed by the Architectural Review Board and approved ln concept February 4, 1991. BID PACKAGE The Notice Inviting Bids was pUblished on March 15 and 16, 1991, in the Evening Outlook and in four construction journals. The notice was sent to eight WMBE associations. Plans and Specifications were issued to 14 contractors. Bids were opened and read publicly by the Deputy city Clerk on April 29, 1991. - 2 - . Five bids were received as follows: Sulley-Miller Contracting Co. $ 785,488.00 Excel Paving Company $ 875,838.50 Damon Construction Co. $ 1,002,372.00 Nobest Incorporated $ 1,143,250.00 Shawnan Corporation $ 1,369,000.00 city Engineer's Estimate: $ 900,000.00 CONSTRUCTION MITIGATION To lessen the total impact on the District, construction will be completed in five phases with no more than two blocks being impacted at one time. Construction is scheduled to start in the 2nd week in June, with completion anticipated prior to the Thanksgiving Holiday. A trash collection plan has been established which provides for the use of 32 to 95 gallon wheeled containers to be used by businesses during the repaving. Containers will be provided by the City at no charge. Staff will coordinate with the contractor to mitigate the effects of construction on major Promenade events. A monthly flyer to merchants and a construction "Hotlinell will be provided by the Bayside District corporation. - 3 - T ~ BUDGET/FINANCIAL ANALYSIS Staff is requesting that the city Council appropriate $1,000,000.00 from Third street Mall COP bond proceeds held by the Trustee, First Interstate Bank of America. After appropriation funds will be available in Account 01-720-263-20091-8900-99009 to be expended as follows: Construction contract. . . . . . . ~ 785,488.00 Construction Management. . . . . . 50,000.00 Contingencies. . . . . . . . . . . 164,512.00 TOTAL FUNDS REQUIRED $ 1,000,000.00 RECOMMENDATIONS It is recommended that the City Council: 1. Authorize the appropriation of $1,000,000.00 of existing Third street Mall COP bond proceeds being held by the Trustee, First Interstate Bank of America to Account No. 01-720-263-20091-8900-99009; and 2. Award a contract for Improvements to Second and Third Courts in the Bayside District to SUlly-Miller Contracting Company, the lowest responsible bidder, in the amount of $785,488.00; and - 4 - . .. 3. Authorize the City Engineer to issue any change orders necessary to complete additional work to the extent of funds available in accordance with the Administrative Instructions on change orders.
