SUBJECT: Resolution Approving the City's Application for
Admission into the Certified Local Government Historic
Preservation Program.
INTRODUCTION
This report recommends that the city council approve the attached
resolution which endorses the city's efforts to obtain admission
into the certified Local Government Historic Preservation Program
from the state Department of Parks and Recreation.
BACKGROUND
The Certified Local Government ( CLG ) program was established in
1980 following amendments to the National Historic Preservation
Act of 1966. The purpose of the program is to allow for local
governments to participate in California's statewide preservation
program. Once a government meets the certification requirements
established by the Secretary of the Interior, the government is
then included in the process of nominating properties to the
National Register of Historic Places and is eligible to apply to
the state for a share of the state1s annual Historic Preservation
Fund allocation that is reserved solely for CLGs.

The basic responsibilities of a CLG are to maintain a historic
preservation commission, to survey local historic properties, to
enforce state or local preservation laws, and to provide for
public participation in the local preservation program.
Commissioners are also required to attend one educational
workshop each year that pertains directly to certified
governments. In exchange, CLGs may apply for grant money that is
available only to certified governments. This money may be used
for additional survey work, National Register nominations, or the
development of preservation plans or educational programs. In
addition, CLGs are also recognized by Federal and state agencies
as having special expertise in historic preservation, may receive
technical assistance and training from the state Office of
Historic Preservation, and are able to participate in the review
of National Register nominations for properties located within
the City before these nominations are submitted to the state
Historic Preservation Officer.
At the December 9, 1991 Landmarks Commission meeting the
Commission unanimously voted to endorse the city's efforts to
attain CLG status.
BUDGET/FINANCIAL IMPACT
The recommendation presented in this report does not have a
budget or fiscal impact.

RECOMMENDATION
It is recommended that the city Council approve by resolution the
city's application for admission into the Certified Local
Government Historic Preservation Program.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
APPROVING THE CITY'S APPLICATION FOR ADMISSION
INTO THE CERTIFIED LOCAL GOVERNMENT HISTORIC PRESERVATION PROGRAM
WHEREAS, the Congress under Public Law 89-665 has authorized
the establishment of a certified Local Government Historic
Preservation Program; and
WHEREAS, the state Department of Parks and Recreation is
responsible for the administration of the program within the
state, setting up necessary rules and procedures governing
application by local agencies under the program; and
WHEREAS, said adopted procedures established by the state
Department of Parks and Recreation require the applicant to
certify by resolution the approval of applications prior to
submission of said applications to the state; and
WHEREAS, participation in the Certified Local Government
program will make the City of Santa Monica eligible to apply to
the state for a share of the state's annual Historic Preservation
Fund allocation, will allovl the City to participate in the
National Register nomination review process, and will permit the
City to review building rehabilitation plans for investment tax

credits as well as to participate in the environmental review of
projects having federal involvement; and
WHEREAS, at the December 1991 Landmarks commission meeting
the Commission unanimously voted to endorse the City's efforts to
obtain Certified Local Government status,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council approves filing of an
application for certification under the Certified Local
Government Program.
SECTION 2. The city Council appoints the city Manager or
his or her authorized deputy as agent of the City to coordinate,
process and execute all contracts, agreements, amendments, and
ancillary documents within the scope of the application for
certification.
SECTION 3. The City Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
