LIttle m the amount not to exceed $202,830 to conduct EnvIronmental Assessment analysIs related to SOlI and ground water condltIons at 1930 Stewart Street ( Mountain VIew Mobile Inn.) BACKGROUND The CIty IS consIdenng fundmg assistance to the tenants at Mountam VieW MobIle Inn, an 141 space mobIle home park located at 1930 Stewart Street, for the purpose of converl1ng the park to tenant ownershIp. It has been CIty policy that an appropnate level of enVIronmental assessment should be undertaken pnor to the obligation of funds In any real property transaction. The purpose of the assessment IS to determIned the extent, If any of envlfonmentalImpainnent on or under the property WhICh may Impact the market value the property. DISCUSSION Ordmanly, emnronmental assessments are one of several qualIfied pre-development costs that the City's housmg programs would advance funds to project sponsors when developmg affordable hOUSIng. However, the appropriate organizatIOnal structure has not been created to effect a pre- development loan to the Mountam View Tenants Association. Therefore, reqUIsIte contracts and agreements are beIng executed dIrectly WIth the CIty to faclhtate the conslderallon of a loan on tlus property. 6M JAN 0 9 1996 The City requested Arthur D. Ltttle, Inc., a qualified envlfonmental assessment finn to submIt a proposal to conduct the SIte assessment actlvllles, mcluding a scope of work and cost estImate The proposal was receIved December 19, 1995 and reviewed by the Environmental Programs DIvision and CIty Attorney's Office. An evaluation ofthe proposer's techmcal approach, programs expenence. and requested compensation was conducted. After analYSIS, It IS recommended Arthur D LIttle be awarded a profeSSIOnal services contract to conduct the necessary assessment acll vlUes at the SIte Arthur D. Lmle was selected sole source based upon the firm's pnor extensIve work for the elty on the propertIes adjacent to the subject property. Upon executIon of the profeSSIOnal services contract, Arthur D. LIttle expects to be completed WIthin 90 days Subsequent to reVIeWIng the finchngs from the environmental assessment and completIon of any outstanding acqUlsItIOn negotiations, staff WIll be able to provide CouncIl a comprehensive recommendatIon regardmg the proposed tenant acqUlS1l10n and CIty loan. FINANCIAL/BUDGETING IMPACT On December 8, 1992, the CIty CounCil approved an appropnatlon of $4,000,000 m TORCA tax fund for the Mountam VIew MobIle Inn Project at account number 14-720-264-20093-8905- 99348 That balance IS sull In place Award of thIS ProfesslOnal Services Contract In the amount of $202,830 WIll leave a fund balance of $3,797,170.
