INTRODUCTION
Th1.s report requests that the Clty Counell autho:rize the City
Manager to negotiate and execute a cooperative agreement with the
State of Callfornla, Department of Transportatlon (Caltrans) for
constructlon of a soundwall on the souths ide of the Santa Monica
Freeway (Interstate 10) between Cloverfield Boulevard and Stewart
street.
BACKGROUND
In con)Unctlon wlth the Clove:rfield Boulevard widening project,
WhlCh is currently underway, varlOUS improvements to the freeway on
and off ramps at Cloverfield wlll be undertaken. One component of
the eastbound on-ramp widening on the south-side of the freeway
wlll be the constructlon of a soundwall to buffer adjacent
resldents from increased nOlse levels. The Cloverfield widen1.ng
proJect, the freeway ramp lmprovements, and the soundwall
constructlon are all funded by developer agreement traffic
mitigation payments which have already been received by the city.

Since recent sound level tests conducted by Caltrans indicate that
the area south of the freeway bebveen Cloverfield Boulevard and
stewart street show that sound levels exceed the threshold minimums
in state guidelines, Caltrans has informed the City that they are
now willing to reImburse one-third of the total construction cost
for the soundwall.
DISCUSSION
Based on a unIt price of $368 per lineal foot of a typical
soundwall, the total cost of this wall is estimated at $700,000.
Caltrans is prepared to proceed with the design of the soundwall
now and InItiate constructIon during FY 1995-96, subject to the
city providIng the necessary funds for the project ($700,000).
FOllowing completion of constructIon, Caltrans will reimburse the
City for one-third of the cost ($233,333) . In order for Caltrans
to participate in the constructIon of the Cloverfield Soundwall
Project, a cooperative agreement between Caltrans and the City must
be executed.
BUDGET IMPACT
Traffic mItIgation funds in the amount of approxImately $6,000,000
which have been receIved to pay for the Cloverfield Boulevard
Improvement Project is adequate to finance all costs assOCIated
with the soundwall and the widening of the street as planned.
Funds in the amount of $700,000 are available in ClP Account No.
01-770-415-25191-8905-99145, "Cloverfield Widening proj ect II .
Caltrans will reimburse the City one-third of the actual
constructIon cost, an amount not to exceed $233,333, subsequent to

complet~on of construct~on. Th~s reimbursement will be depos~ted
lnto Revenue Account No. 01-500-402-00000-0537-10000, IICloverfield
Soundwall Re imburse II and the revenue budget wlll be lncreased by
$233,333 for FY 1995-96
RECOMMENDATION
Staff recommends that the City Counc~l authorize the City Manager
to negotiate and execute a cooperative agreement wlth the State of
Californlat Department of Transportation {Caltrans) , for
partlcipation ~n the constructlon of a soundwall on the souths ide
of the Santa Monica Freeway (Interstate 10 ) between Cloverfleld
Boulevard and Stewart Street.
