Mayor and CIty CounCil FROM City Staff SUBJECT Recommendation to Authorize the City Manager to Negotiate and Execute an Agreement with the Bay Area Green Team Project to Develop and Implement a ReSidential EnVironmental Outreach Program as Part of the Sustainable City Program INTRODUCTION This report requests that City CounCil authorize the CIty Manager to negotiate and execute an agreement with the non-profit Bay Area Green Team Project to develop and Implement a residential envIronmental outreach program which will last approximately 19 months The program will raise public awareness and Increase partiCipation In the SustaInable City Program (SCP) BACKGROUND In September 1994, CounCIl formally adopted the Santa Monica Sustainable City Program (SCP) The SCP was developed by the City's Task Force on the EnVironment as a way to comprehenSIvely address environmental, economic and SOCIal concerns WIthin the City In December 1996 the Task Force publIshed the Sustainable City Progress Report which assesses the City's progress In Implementing the SCP The Task Force and City Staff determined that reSident Involvement IS cntlcal to meeting the SCP goals 1 !oK MAR 2 It 1998 DISCUSSION In the fall of 1997 City staff solicited proposals from two non-profit organizations, the Bay Area Green Team Project (BAGTP) and Global Action Plan, to develop and Implement a reSidentIal neighborhood outreach program In Santa MOnica It was determined that BAGTP provided the best presentation and approach for the project The staff recommendation was discussed With the Task Force on the Environment, who concurred With the selection BAGTP IS able to customize their program specIfically to Incorporate Santa Monrca's Sustainable City goals The program matenals Will include information about local resources and are designed to encourage long-term commitment and pOSitIve environmental actIons among particIpants The BAGTP IS a San Francisco-based non-profit organization whose primary goal IS to educate and support Callforma reSidents to live more sustainable lifestyles BAGTP does this through the formatIon of neighborhood-based Green Teams Green Teams are groups of SIX to eight neighbors who meet regularly over a three-month penod to learn how to Implement reSidential conservation methods With the help of a gUidebook and team coach The gUidebook offers anformatlon and recommends action steps for each of SIX topical areas solid waste, chemicals, energy, transportation, water and community action Accomplishments made by each team member over the course of the program are collected and quantified at the end of the three-month session Based on results from Green Team Projects currently being Implemented by BAGTP In San 2 FrancIsco and Santa, participants tYPically save between $60 and $290 In personal expenditure annually, reduce household energy use by 25%, reduce water use by 30%, reduce solid waste generation by 30%, and eliminate over one ton of air pollution per year as a result of the program Undertaking a similar program In Santa Momca will directly help the City meet the goals of the SCP by reducing residential energy use. water use, hazardous matenals use, as well as the generation of solid waste, greenhouse gases and other pollutants The program will also help to Increase community awareness and participation In the SCP and Improve the quality of life In Santa Momca's neighborhoods The scope of work will be performed over a 19-month penod overlapping three fiscal years Phase 1 will take place from April 1998 through June 1998 Phase 2 Will take place from July 1998 through October 1999 BAGTP Will 1 Produce a Green Team GUidebook, Informational binder and supplementary matenals specifically for use In Santa MonIca 2 Design program delivery specifically for Santa MOnica 3 Recruit and hire staff to Implement the program In Santa Monica (they Will be employees of BAGTP) 4 Implement and train volunteer coaches and staff 5 Assist In publiCIZing the program and recruIting participants 6 Oversee program administration and organization, and provIde ongoing supervision and evaluation of program staff 7 Collect data and prepare progress reports on Green Team accomplishments Tasks 1 and 2 WIll compnse Phase 1, which Will be completed In three months Phase 2, tasks 3 through 7, Will take place over an additional 16 month penod and will Involve the formation of 25 to 40 Green Teams With between 150 and 240 total participants 3 BUDGET/FISCAL IMPACT The cost for the entire 19-month scope of work will be $145,000 Funds for Phase 1 of the proJect, In the amount of $30,000, are available In eXisting EnVironmental Programs DIVIsion account numbers 31-500-662-00000-5506-00000 ($15,000) and 31-500-662- Hearings for May 26, 1998 and July 14,1998 Introduction ThiS report recommends that the City CounCil approve the formation of an assessment district for repairing concrete curbs, driveways, sidewalk/driveways, and sidewalks, for resurfacing streets, for restoring parkways, for constructing concrete gutters, and for completing the appurtenant work These Improvements are to be performed In fulfillment of the FY 1997-98 Annual Street Resurfacmg Program at various commercial, Industrial, and residential locations The report also recommends that the City CounCil adopt the attached Resolution of Intention to set public heanngs In conformance With the Right to Vote on Taxes Act (Proposition 218) for May 26, 1998 and July 14, 1998, at which the City Will consider assessing mclude age, drainage problems, surface and subsurface conditions, complaints receIved, type of use (I e , commercial or residential), current traffic volume, and projected change of use or traffIc volume In accordance with the Right to Vote on Taxes Act (Proposition 218), staff prepared an Engmeer's Report which determined the general and speCial benefits of each specific proposed Improvement General benefits enhance the public as a whole, while speCial benefits enhance a particular parcel A copy of thiS report IS available In the office of the City Engmeer According to the Right to Vote on Taxes Act (ProposItion 218), parcels may only be assessed for speCial benefits ThiS report recommends that parcels be assessed for only 50% of the speCial benefit cost of the proposed Improvements determined by the Engineer's Report The recommended reduction In assessment charges IS In consideration of the burdens on properties caused by the Northndge earthquake and the high policy prronty which has been assigned to Infrastructure repair and maintenance by the City CounCil as a significant commumty be nefit It IS recommended that street resurfacing assessments for residential propertIes be waived to be conSistent With long-standing City poliCY Consistent WIth recent City policy. assessments Will also be waived for non-profit organizatIons which can provide eVidence of receiving a welfare exemption from the Los Angeles County Tax Assessor 2 Notices of the City's Intent to form an assessment district and hold public hearings Will be mailed to affected property owners at least forty-five (45) days In advance of the time and place of the public hearing In accordance with State law In addition to the notice, property owners Will be sent a ballot by which they may vote for or against the assessment Ballots may be mailed to the City Clerk or submitted In person before the end of the first public heanng Ballots Will be tallied proportionally to the financial obligation of the affected property The results of the ballot tally Will be presented to City CounCil at the second public heanng If a majority protest eXists (50% + 1 negative proportional vote), the assessments Will not be Imposed If there IS a majority protest, staff Will return to the City CounCil at a subsequent meeting With an analYSIS and recommendations as to whether this work can proceed In the SECTION 8 The City Clerk shall give notice of the hearings by publication as hereinafter provided Any Interested person may file a protest against the proposed work or Improvements In wntlng With the City Clerk at any time not later than the hour set for the first public hearing In the manner set forth In the Streets and Highways Code Section 5220 Property owners may also vote on the assessment district by submitting ballots before the close of the first public hearing SECTION 9 CIty Staff IS directed to mall notices of the adoption of thiS Resolution and ballots, pursuant to Government Code Section 54954 6, to all persons owning property In the assessment dlstnct described above, whose names and addresses appear on the last equalized assessment roll for the City taxes or as known to the office of the City Engineer SECTION 10 The City Clerk IS directed to publish thiS Resolution, In accordance With Government Code Section 6066, In a newspaper of general circulation once a week for two weeks WIth at least five days Intervenmg between the first date and second date of publication The first publication IS to be made not less than 45 days prior to the dates of the above public hearrngs SECTION 11 Pursuant to Public Contract Code Section 20433, the City Council hereby finds that It IS not In the public Interest to allow property owners to contract 7 L .. for the street resurfacing and gutter construction and thereby the City shall be responsible for awarding and admlnlstenng the construction contract for this dlstrrct SECTION 12.
