Alitl\J UA II tlVI I 'E" :IAN 8 1900 Janua ry 4, 1980 Santa Monica, California To: Mayor and City Council From: City Staff Subject: Proposed Workplan for Municipal Solar Utillty (MSU) Introduction This report presents a proposed work plan for the California Solar Utility Development Authority for reVlew and comments by Council prlor to submission to the California Energy Commisslon. Background_ On November 13, 1979, (Item ll-C), the City approved a Joint Powers Agreement whereby the City is a member of the California Solar Utility Development Authority. The City is requested to file a Work Plan by January 15, 1980, for the work WhlCh the C1ty intends to do. The staff intends to file a Work Plan Outl1ne on the above date, wlth the final Work Plan to be submitted after several Community meetlngs and public hearings to ensure adequate public input. II The proposed Work Plan Outllne is as follows: 1. Determine prelimlnary heating needs for typical target projects (multi-family residentlal projects). 2. Select preliminary alternatives with regard to scope of solar Solutlons (l.e. hot water heating only or space heating also). 3. Select alternative system approaches (l.e. active or passive systems, or both). 4. Calculate projected benefits and costs of typical projects. 5. Meet with technical persons in communlty and revise data generated ln Items 1 through 4. 6. Hold public hearings with interested community groups to gain input (citlzens, business groups, solar bUSlness persons, bankers, City board membe rs ) . 7. Develop report to present to City Council for reVlew and comment. 8. Develop final work plan and submit to City Council and California Solar Utility Development Authority (CSUDA) for adoption. 9. ReVlew and Revise Items 1 through 5 and determlne economic, legal, and marketlng feasibllity of establishing a munlcipal solar utllity in the City. 10. Present report to City Council, either recommendlng or not recommendlng establishment of MSU, with flndings. 11. Submit Council actlon to CSUDA by November, 1980. It should be noted that the CSUDA will be engaging a consultant within the next few weeks at an approximate fee of $35,000 (from State Grant Funds). This consul- tant will be available to provlde technical assistance to staff in the areas of solar engineering, legal, and marketing advice. ~ e e To: Mayor and C1ty Council -3- January 4, 1980 Recommendation It 15 recommended that City Council approve Proposed Work Plan Outline as presented above and instruct the City Attorney to investigate legal ramifica- tions of a solar utllity as a proprietary municipal function by February 15, 1980.
