SUBJECT: Recommendation to Award Bid to Furnish and Deliver
Paint and Paint supplies, Bid #2298
Introduction
This report concerns award of bid to furnish and deliver paint
and paint supplies at specified unit prices, plus applicable
sales tax.
Background
In response to published Notices Inviting Bids (published May 23
and 24, 1990) to furnish and deliver paint and paint supplies in
accordance with City specifications, bids were received and
publicly opened and read on June 7, 1990. Proposal forms were
mailed to eight vendors and notices were advertised in accordance
with City Charter and Municipal Code provisions. Three proposals
were received as follows:

The items covered by this bid include various types of paints and
paint supplies.
staff requested and evaluated samples from the low bidder on a
variety of products and the results are as follows:
1- Paint drop is too light for city use.
2. Brushes do not have enough bristle stock and bristles are
too short.
3. Requested 3 -1/2 It brushes, vendor bid 3" brush which is not
adequate.
4. Exterior trim paint does not match existing colors.
5. Wood undercoat should be oil base. Vendor sent latex
samples.
6. vinyl paint does not cover, has no body and inconsistent
color.
7. 411 roller frame is of poor quality (fell apart when cover
removed) .
8. 411 roller cover sheds nap.
After careful analysis of the quality of the low bid products,
staff recommends the bid from Decratrend be rejected for failure
to meet City specifications.
The bid submitted by Dunn Edwards Corporation does meet city
specifications.

BUdget/Financial Impact
Fiscal Year 1990/91 appropriation authority for this purchase is
in the maintenance accounts of various departments. As the
materials are drawn out of inventory, they will be expensed
against available FY 1990/91 appropriation authority.
Recommendation
staff recommends rejection of the low bid from Decratrend
corporation. It is recommended that the award of Bid #2298 be
made to Dunn Edwards Corporation at specified unit prices, plus
applicable sales tax, as the lowest and best bidder.
