SUBJECT: Recommendation to City Council to Conduct a Public Hearing Regarding
the City of Santa Monica's 2000 Urban Water Management Plan, to Adopt
the 2000 Urban Water Management Plan, and Authorize the Utilities
Manager to File the 2000 Urban Water Management Plan with the
California Department of Water Resources
Introduction
This report recommends that the City Council conduct a public hearing regarding the
City of Santa Monica's 2000 Urban Water Management Plan (Plan), adopt the 2000
Urban Water Management Plan, and authorize the Utilities Manager to file the 2000
Urban Water Management Plan with the California Department of Water Resources
within 30 days after adoption.
Background
The Urban Water Management Planning Act (Act) became effective on January 1,
1984. As adopted the Act required all urban water agencies/suppliers, providing water
for municipal purposes to more than 3,000 customers or supplying more than 3,000
acre-feet of water annually, to prepare and adopt, a Plan. Water agencies were
required to prepare Plans that describe and evaluate reasonable and practical efficient
water uses, recycling/reclamation, and conservation. The Act further required that
these Plans be filed with the California Department of Water Resources (DWR) every
five years. The 2000 Plan is due to DWR by December 31, 2000.

This Plan complies in full with the Act and its amendments, and is an update of the
City's 1990 urban water management plan. The Plan includes the addition of
information about the City's Sustainable City Goals, the Santa Monica Urban Runoff
Recycling Facility (SMURRF), and also references recycled water from the SMURRF as
an additional water source for both regular operation and drought/emergency measures.
Since the City relies heavily on Metropolitan Water District's (MWD) water supply, staff
has integrated MWD?s Plan to provide consistent planning assumptions and supply
goals for the future.
Staff has provided copies of the draft Plan at City Hall, Utilities Administrative offices
and the library for public review. Notice of the Public Hearing was provided in the local
paper and the City's website.
Budget/Financial Impact
No budget/financial impact to the City.
Recommendation
Staff recommends that the City Council:
1. Conduct a Public Hearing on the 2000 Urban Water Management Plan;
2. Following the Public Hearing, resolve to adopt the 2000 Urban Water
Management Plan;
3. Authorize the Utilities Manager to file the 2000 Urban Water Management;
and
4. Plan with the California Department of Water Resources.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
ADOPTING THE 2000 URBAN WATER MANAGEMENT PLAN
WHEREAS, the California Legislature enacted Assembly Bill 797 (Water Code
Sections 10610 et seq., known as the Urban Water Management Planning Act (the
?Act?) during the 1983-84 Regular Session; and
WHEREAS, the Act requires every supplier providing water for municipal
purposes to more than 3,000 customers or supplying more than 3,000 acre feet of water
annually to prepare an Urban Water Management Plan (Plan), the primary objective of
which is
for the conservation and efficient use of water; and
WHEREAS, the City of Santa Monica is an urban supplier of water providing
water to a population over 90,000; and
WHEREAS, the Act requires Plans to be reviewed at least once every five years,
and requires cities to make any amendments or changes to the Plan which are
indicated by the review; and
WHEREAS, the Plan must be adopted by December 31, 2000, after public
review and hearing, and filed with the California Department of Water Resources within
thirty days of adoption; and

WHEREAS, the City of Santa Monica has prepared and circulated for public
review a draft Urban Water Management Plan, and a properly noticed public hearing
regarding the Plan was held by the City Council on December 12, 2000; and
WHEREAS, the City of Santa Monica shall file its Plan with the California
Department of Water Resources by December 31, 2000,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council finds that the City is in conformance with all applicable
requirements of the Urban Water Management Planning Act.
SECTION 2. The City Council hereby adopts the City?s 2000 Urban Water Management
Plan and orders it to be kept on file in the office of the City Clerk.
SECTION 3. The Utilities Manager is hereby authorized and directed to file the 2000
Urban Water Management Plan with the California Department of Water Resources
within 30 days after the date this Resolution is adopted, and before December 31, 2000.
SECTION 4. That the City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
