At the March 23, 2000 Recreation and Parks Commission meeting, Betty Tomeo
requested that the Recreation and Parks Commission consider the possibility of
relocating the plaque honoring Ms. Heintz from its present location to a more suitable
location in Palisades Park. Ms. Tomeo suggested that a site adjacent to the existing
Hastings Memorial located to the south of the California Incline would be appropriate.
Additionally, Marilyn Sims, Ms. Heintz= daughter also identified the area by the
Hastings Memorial as a possible site.
At the April 20, 2000 Recreation & Parks Commission meeting, the Commission
recognized that moving the existing plaque would be impractical and suggested
placing a new plaque in honor of Grace Heintz by the Hastings Memorial in Palisades
Park and asked that staff return to the Commission with a proposed design concept.
On June 15, 2000, the Commission recommended approval of a new bronze plaque
that will be mounted on a base created from a remnant piece of the sedimentary wall
material used in the BIG project, as shown on Attachment 1. The text for the
proposed plaque, as modified by the Recreation and Parks Commission, is also shown
on Attachment 1.
EI Camino Real Commemorative Bell

Mr. Ysidro Reyes, a local community member and descendent of a founding Santa
Monica family, contacted the City and requested that a 10 V2 foot bronze bell from a
state-wide Mission Bell Project be sited in a public park in honor of the three families
who founded Santa Monica. These bronze bells were originally designed in 1906 as
a 100 pound cast iron bell to be placed as markers along the original route of the "EI
Camino Real" -- the King's Highway -- which connected the series of California Missions.
Over time, many of these markers were misplaced. In recent years, various groups
have raised funds to purchase new bells for location along the original Camino Real,
and in other historically significant locations. A number of jurisdictions in California
have accepted these bells. There are five in San Diego County parks. Culver City,
Redondo Beach, Torrance, Hermosa Beach and San Fernando area also participating.
The current project is being sponsored locally by the Knights of Columbus, California
Federation of Women's Clubs and Gates, Kingsley and Gates Mortuaries.
On November 18, 1999, the Recreation & Parks Commission considered Mr. Reyes'
request and unanimously recommended approval of acceptance of the bell and
placement of it in Christine Reed Park, at the northwest corner of Miles Playhouse as
shown in Attachment 2. In its motion, the Commission noted that this location is
appropriate given that the bell will honor three families that founded Santa Monica; that
the park was established through a land donation by some of these founders; and that
the bell is compatible with the Spanish Colonial Revival architecture of Miles Playhouse.
Mr. Reyes also found the proposed site for the bell to be an acceptable.

DISCUSSION
Resolution #8758, adopted on May 24, 1994 governs the placement of memorials and
tributes in city parks. It requires that memorials and tributes to individuals in parks be
approved by the City Council and considered only when the individual memorialized is
of extraordinary stature and the design is exceptional. The Recreation and Parks
Commission in recommending approval of these two tributes determined that Grace
Heintz and the three founding families of Santa Monica were individuals who made
significant contributions to the City of Santa Monica and honoring them by placing
tributes in Palisades Park and Christine Reed Park would be an appropriate way to
honor their contributions.
BUDGET/FINANCIAL IMPACTS
No appropriations are necessary and there are no budgetary or financial impacts at this
time.
RECOMMENDATION
City staff recommends that the City Council:
1. Approve the location and text for a new plaque in honor of Grace Heintz as proposed
in Palisades Park, and
2. Approve the installation of the donated EI Camino Real commemorative bell in
Christine Reed Park near Miles Playhouse.
