The Parking Authority of the City of Santa Monica met in special
session at the above named time and place. The pledge of allegiance
was given.
PRESENT: Members: Rex H. Minter, James B. Reidy, Jr.,
Royal M. Sorensen, Herbert A. Spurgin
ABSENT: Members: Wendell Corey, CIa Hoover, Kenneth B. Wamsley
ALSO PRESENT: Perry Scott, City Manager
Robert Cockins, City Attorney

Bartlett L. Kennedy, City Engineer
Joseph D. Nadon, Parking and Traffic Engineer
It was announced that the date and time of the special meeting
of the Parking Authority was mailed to all members on May 13, 1966,
and an affidavit to that effect is on file in the office of the Parking
and Traffic Engineer.
Chairman Minter rev~ewed the comments of the City Engineer in his
memo to the City Manager of May 12 relative to providing a resident
engineer for the construction of the second parking structure in the
parking assessment district. This request was disapproved by the
Parking Authority at its last meet~ng, and Mr. Kennedy was r~questin9
that the Authority reconsider this matter and rescind ~ts previous
action.
In his memo, Mr. Kennedy stated that w~thout the services of a
resident engineer for each structure, it would be necessary to close
down one or the other of the projects when both construction schedules
demand the presence of a resident engineer at the same time. His
memo also quoted a Building Code requ~rement calling for a special
inspector to be present at all times during construction on certain
types of work, which would include the prestressing and post-tensioning
features in the construction of the parking structures.
Mr. Sorensen stated thatl in h~s opinion, not to hire a resident
eng~neer for the second structure is "false economy."
Mr. Sorensen moved to approve the recommendation of the City
Engineer and authorize the employment of a resident engineer. The
motion was seconded by Mr. Reidy, and discuss~on followed.
Mr. Kennedy read a letter from C. M. Boldo~ of T. Y. Lin,dated
May 17, a copy of which had been distributed to each member of the
Author1ty pr~or to th~s meeting. The architect strongly recommended
that another 1nspector be retained to supervise the construction of
the second structure, and explained his reasons.

Mr. Scott endorsed the recommendatJ.ons of the City Engineer and
the architect.
In answer to comments by Mr. Spurgin regarding the use of
the resident engineer now employed for the first structure, Mr.
Kennedy advised that this 1.8 not practical for several reasons.
During prestressing and post-tensioning operations, an inspector
must be on hand at all times, and since the contractor is using two
separate crews for the two projects, it is possible that these
operations could be performed at the same time on both projects.
Mr. Reidy reminded the Authority of the Building Code requirementl
and Mr. Sorensen pointed out that City projects are not bound by this
code.
Mr. Minter asked for a vote on the motJ.on, and it lost with the
following roll call vote:
AYES: Members: Reidy, Sorensen, MJ.nter
NOES: Members: Spurgin
ABSENT: Members: Corey, Hoover, Wamsley
Mr. Reidy mentioned the hazard created by the railing the con-
tractor on the second parking structure has built across the mid-block
pedestrJ.an crosswalk on Second Street. Mr. Kennedy and Mr. Nadon
acknowledged his comment and indicated that this condition would be
corrected.
Upon motion made by Mr. Spurgin, seconded by Mr. Minter and
